Duties

This position is in the Wyoming National Guard's Construction and Facilities Management Office, Planning and Programming Branch.

The primary purpose of this position is to manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs. Responsible for the technical and administrative development, coordination, and execution of Military Construction Army National Guard (ARNG MILCON, MCNG), Real Property Operations and Maintenance (RPOM), State Capitol Programs (SCFR) and all ARNG facilities. Responsible for the statewide Installation Status Report (ISR). The incumbent provides supervision, subordinate guidance and team leadership to NDS (Non-Dual Status), DS (Dual Status), and/or state employees. Incumbent performs long-term planning and organizational development necessary to accomplish facilities engineering and management program functions in support of programs essential to state ARNG daily operations, training, and readiness missions. Fosters and environment conducive to teaming among service providers and customers to meet state ARNG requirements.

Supervisory duties require a minimum of 25% of the incumbent's time.

(1) Serves as a principal advisor and action officer to the CFMO on all proposed ARNG construction, maintenance, and facilities management plans within the state.
(2) Serves as a principal advisor and action officer for all ARNG construction, maintenance/ repair, and facilities management programs within the state.
(3) Oversees management of all ARNG real property.
(4) Oversees development, maintenance and update of ARNG Energy Programs.
(5) Executes functions in the absence of the CFMO.

KEY REQUIREMENTS:

Open to all United States military branches.
Military members: Submit STP, vMPF rip, DVR, ERS, MBS, PDR or equivalent with resume.
Prior service members: Submit a DD Form 214, Member 4 Copy

Officers not assigned to WYARNG must submit NGB Fm 62E.

WYARNG Recruiting Website:
Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.
Must possess or be able to obtain/maintain a T3/SECRET security clearance.
May be required to successfully complete a two-year trial and one-year supervisory probation period.
Federal employment suitability is determined by a background investigation.
Recruitment/Relocation Incentives ARE NOT authorized.
PCS costs are not authorized. Must be willing to relocate at own expense if selected.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a technician.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:

Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the CFMO.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard.
Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

DESCRIPTION OF WORK:
Work involves managing, supervising, leading, or performing administrative work that involves: a combination of characteristics of two or more series in the Equipment, Facilities, and Services Group where no one type of work is series controlling; or work classified in this group for which no other series has been established.

BASIC REQUIREMENTS:
Must possess experience, education, or training which has provided you with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records; and experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must possess at least 1-year specialized experience to at least the next lower grade (e.g., GS-11) that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.

SUPERVISORY EXPERIENCE:
Must possess experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel.

NOTE: Basic Requirements, Specialized, and Supervisory Experience will be used to determine qualifications for the announced position. Applicants must show start and end in MM/YYYY to MM/YYYY format (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
