Military Construction (MILCON) Telecom Engineer - RCDD Certified

CeLeen, an operating firm of Command Holdings, is seeking a MILCON Telecommunications Engineer who currently holds a BICSI ICT certification to support the Naval Information Warfare Center (NIWC) Atlantic's Shore Command and Control, Intelligence, Surveillance and Reconnaissance (C2ISR) and Integration Department. This position will serve as the senior Inside Plant (ISP) and Outside Plant (OSP) Subject Matter Expert (SME), providing expert telecommunications engineering support for the design, implementation, and delivery of MILCON base infrastructure modernization projects across CONUS and European theater locations. They will work directly alongside government stakeholders, integrated product teams, architects, and construction partners to deliver compliant, mission-ready telecommunications infrastructure for DoD facilities.

This position is permanently located in Stuttgart, Germany. If authorized, candidate may telework during the TESA application process but will be required to relocate to Germany when approved.

Duties may include but are not limited to:

• Serve as the senior ISP and OSP Engineer and/or SME across all assigned MILCON telecommunications design and implementation efforts.
• Review MILCON telecommunications designs and provide authoritative direction and guidance that meets government requirements and regulatory compliance.
• Serve as an expert on regulatory standards from the applicable DoD Component and local host nation, applying those standards throughout all ISP and OSP designs.
• Meet with telecommunications vendors to perform market research, explore new solutions, develop technical solutions, perform analysis, and develop lists of required materials.
• Collaborate with project and program stakeholders to analyze requirements and engineer telecommunications solutions that meet mission objectives.
• Lead and support systems engineering activities including requirements gathering and analysis, scope definition, cost estimate development, design development, implementation delivery, On-Site Government Representative (OSGR) services, and System Operational Verification Testing (SOVT).
• Lead the 30%, 60%, and 90% design review stages for MILCON and telecommunications engineering projects, conducting early coordination with architects and MEP engineers, performing clash detection in Revit to identify conflicts before construction, and proposing alternative routing solutions that meet telecommunications standards.
• Create detailed schematics, layout drawings, and 3D building models using AutoCAD and Revit to plan conduit pathways, specify cable routing, and integrate telecommunications equipment into MILCON facility designs.
• Manage large-scale construction projects involving new building construction, cabling and conduit installation, network hardware installation and integration, and adherence to regulatory requirements at the base, country, and DoD levels.
• Ensure host nation building code compliance through comprehensive regulatory research and coordination with host nation authorities.
• Develop technical documents and engineering artifacts using automated tools.
• May represent NIWC Atlantic in engagements with external stakeholders.
• May serve as Project Lead and/or Project Manager on designated IPT projects, managing cost, schedule, and performance; developing contract packages for procurement of services and supplies; and providing contract oversight on behalf of NIWC Atlantic, reporting to the government COR.

Work Environment:

• Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

Travel:

• 11-20% / Occasional travel.

Requirements

Basic Qualifications

• Current, active Top Secret security clearance with the ability to obtain SCI eligibility.
• BICSI ICT Certification Registered Communications Distribution Designer (RCDD).
• Minimum of 5 years of experience in ISP and OSP design and implementation projects.
• Expertise in regulatory standards from DoD Components and host nations applicable to ISP/OSP telecommunications design.
• Familiarity with AutoCAD and/or Revit for telecommunications and MILCON design.
• Experience with systems engineering lifecycle activities (requirements analysis, design development, implementation, OSGR, SOVT).
• Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
• Outstanding communication skills, influencing abilities, and client focus.
• Professional proficiency in English is required.
• Candidate must undergo a TESA approval process to be considered for the job.
• Valid driver's license (proof of which will be required after hire) and ability to qualify for and maintain company liability insurance through a clean driving record.

Preferred Qualifications

• Bachelor's Degree.
• Current, active TS/SCI security clearance.
• Experience developing and reviewing Installation Design Plans (IDPs).
• Experience supporting MILCON projects at DoD installations, particularly in European theater locations.
• Experience working in OCONUS environments.
• Familiarity with the NIWC Atlantic Shore Installation Process Handbook (SIPH) and DoD Unified Facilities Criteria (UFC) standards.
• Familiarity with NATO Status of Forces Agreement (SOFA) requirements for contractor personnel.
