Job Description

Duties

  • Plans, organizes, and oversees the activities of the Sixteenth Air Force, Air Forces Cyber, A1 Directorate.
  • Represents the Sixteenth Air Force, Air Forces Cyber with a variety of installation and functional area organizations.
  • Makes comprehensive assessments and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the C-NAF, ACC, USCYBERCOM, and the IC management support capabilities.
  • Exercises supervisory personnel management responsibilities.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the full range of information warfare (IW), information operations (IO), intelligence research, collection methods, techniques, and practices to use multi-source information systems to capture data in order to make recommendations in developing threat assessments, recommendations and courses of actions (COAs). Knowledge of advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources, to include database manipulation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management.

2. In depth knowledge of qualitative and quantitative techniques to apply principles, concepts, methodologies, and procedures of managing manpower resources, requirements and organizations.

3. Broad knowledge of 16 AFs missions and its national and service objectives. Knowledge of the IC mission, roles, functions, organizational structures, management, and operation of the 16 AF and national intelligence organizations, for the purpose of providing guidance and conducting or participating in studies to determine the appropriate manning skill levels, and RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA) AND ADDITIONAL POSITION REQUIREMENTS::

  • Ability to communicate effectively with others, both orally and in writing and work/coordinate effectively with groups and individuals in planning efforts, identifying and accomplishing requirements, and working out solutions to problems/issues. Ability to effectively organize and analyze information; produce reports, position papers, and briefings with clear and concise findings which are responsive to the specific needs of management officials.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.   • CONDITIONS OF EMPLOYMENT CONTINUED:
    • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
    • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
    • Incumbent may be recalled to duty for crisis planning.
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
