Duties

DUTIES:

DUTY 1: Manages the DP readiness programs. Serves as advisor to the installation commander and provides sound technical advice on logistics, training, plans and operations, rail, and seaport emergency management functions.
DUTY 2: Serves as the Survival Recovery Center advisor and directs the activities of the Nuclear, Biological and Chemical (NBC) Control Center.
DUTY 3: Manages and oversees the disaster preparedness training programs. Responsible for acquisition, maintenance, storage, and shipment of equipment and systems required to support emergency response operations, Seaport and Rail operations, and personnel shelter activities.
DUTY 4: Participates in discussions, meetings or serves on panels or committees.
DUTY 5: Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is a Key Position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency arc not available.
  • Reviews and revises host-tenant and interservice support agreements, and mutual aid agreements.
  • May be required to travel by military or commercial aircraft to accomplish temporary duty
  • The duty of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • This position requires a pre-employment physical examination.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes a wide range of Disaster Preparedness (DP) and emergency response principles, procedures, and regulations applicable to the full range of DP responsibilities on a military installation and the relationship of these responsibilities to local civil emergency programs; knowledge of natural disaster response procedures, training techniques, and the use of special training equipment.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; Federal Response Plan organization lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of special equipment.
  • Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements.
  • Knowledge of the capabilities, limitations, and employment concepts for NBC and conventional defense, detection, protective clothing/equipment, and decontamination; and standard storage methods and hazardous material classifications. Knowledge of and ability to develop DP training programs and conduct training and testing.
  • Skill in planning and executing mobility/Prime BEEF programs; and planning. organizing, directing, operating and evaluating DP, CWD, HAZMAT, and ABO programs.
  • Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations; and communicates effectively both orally and in writing to prepare and present briefings coordinate planning efforts, and manage program activities.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
