Spiral Solutions & Technologies, Inc. is seeking an Intercontinental Ballistic Missile (ICBM) Subject Matter Expert (SME) to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7). This is a contingent-on-award position under the Joint Exercise, Training, Assessment and Related Support (JETARS) contract.
The ICBM SME provides authoritative expertise on intercontinental ballistic missile and space operations in direct support of USSTRATCOM's campaign and risk assessment mission. The selected candidate will serve as the resident technical expert on ICBM and space operations systems, applying combined expertise to assess strategic deterrence effectiveness and advise senior leadership at the Combatant Command level.

Requirements
Key Responsibilities
Conduct graduate-level quality analysis and assessment of USSTRATCOM core mission areas, with a specific focus on the land-based leg of the nuclear triad - ICBM force operations, posture, employment, and integration with space capabilities.
Apply combined operational expertise in ICBM and space operations to develop and refine measurement criteria, including Measures of Effectiveness (MOEs) and Measures of Performance (MOPs), for campaign and risk assessments.
Perform at the senior operations assessment Subject Matter Expert level by actively participating in USSTRATCOM, component, CCMD, and Joint Staff operations planning teams for Global Campaign Plan consolidated strategic opportunities and campaign plan/order operations, activities, and investments.
Independently analyze diplomatic, informational, military, and economic information to assess progression or regression toward achievement of Strategic Deterrence objectives, effects, and risk through defined measurement criteria.
Develop, update, and maintain operations assessments and campaign-level risk assessments directly related to ICBM force employment, generation procedures, nuclear surety, and weapons system capabilities.
Produce CCMD-quality commander's estimates and perform mission analysis in support of contingency and steady-state operations planning teams.
Demonstrate and articulate superior knowledge to create strategy-to-task frameworks linking broad national objectives to specific, actionable ICBM and space force tasks, generating a hierarchical audit trail from national objectives to operational activities.
Produce graduate-level quality briefings and written reports with in-depth analysis following best practices for analytic writing; brief assessment findings to senior leaders and respond to questions.
Collaborate with the Office of the Secretary of War, Joint Staff, Air Force Global Strike Command, U.S. Space Force, interagency, and other government agency partners on matters related to ICBM employment, NC3, and strategic deterrence.
Maintain working knowledge of policy and strategy guidance including the National Security Strategy, National Defense Strategy, Nuclear Posture Review, National Military Strategy, Unified Command Plan, and relevant Global Campaign Plans and Operations Plans.
Support identification of estimated, intended, and/or resultant cost/benefit of U.S. operations, activities, and investments relating to land-based strategic forces toward shaping the strategic environment.
Provide recommendations to improve force integration, resource allocation, and strategic alignment for ICBM forces within the broader nuclear deterrence enterprise.
Required Qualifications
Minimum 15 years of practical combined Intercontinental Ballistic Missile and Space experience as a commissioned officer.
Minimum 3 years of experience working at the Office of the Secretary of War, Joint Staff, Combatant Command, service, MAJCOM, or equivalent.
Master's degree or higher.
Joint Professional Military Education (JPME) Phase 2 graduate.
Senior Service School graduate (e.g., Air War College, Naval War College, Army War College, or equivalent).
Operations center experience.
Active Top Secret/SCI security clearance with eligibility for NC2/ESI and Special Access Program (SAP) accesses, obtainable within 30 days of task order award.
Preferred Qualifications
Direct experience supporting USSTRATCOM exercises, assessments, or nuclear operations planning.
Familiarity with Nuclear Command, Control, and Communications (NC3) enterprise operations.
Experience with the Joint Risk Assessment Methodology (JRAM) and deterrence theory.
Experience with space domain integration in support of strategic deterrence or ICBM employment.
Prior contractor or government civilian experience supporting Combatant Command assessment or planning missions.
Security Clearance Requirements
This position requires access to classified material supporting national security programs. All contractor personnel must be U.S. citizens and maintain an active Top Secret security clearance with SCI eligibility. NC2/ESI and Special Access Program (SAP) access eligibility must be obtainable within 30 days of task order award.
