SUMMARY

Agile Defense is seeking a highly skilled and innovative candidate with a strong background in operational test and evaluation.
Provide support in operational test and evaluation of national level defense programs for Operational Effectiveness Suitability and Survivability (OESS).

JOB DUTIES AND RESPONSIBILITIES

· Evaluate national level defense Key Management Infrastructure (KMI) for Operational Effectiveness Suitability and Survivability (OESS).
· Develop and update of the Analysis Structure (AS) which is comprised of the Data Source Matrix (DSM) and the Evaluation Framework (EF).
· Develop Operational Test Plans, Test Scenarios, Test Scripts, and Test Reports to support national level defense programs Operational Test and Evaluation (OT&E).
· Develop briefings such as the Test Concept Brief (TCB), Test and Evaluation Strategy Brief (TESB) and Operational Test Readiness Review (OTRR).
· Conduct data collection for KMI OT&E events · Conduct the KMI OT&E events · Ensure test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPS).
· Develop and update Critical Operational Issues (COIs), Measures of Effectiveness (MOE), and Measures of Performance (MOPs).
· Conduct data analysis to determine operational impact.
· Troubleshoot and debug database issues.
· Estimate effort and timelines for tasks. Maintain milestones.
· Participate in various teleconferences, meetings and working groups.
· Provide administrative task support such as Monthly Status Reports (MSRs), Weekly Status Reports (WARs) and meeting minutes.

QUALIFICATIONS

Required Certifications
· CompTia Security+

Education, Background, and Years of Experience

Requires a Bachelor’s degree with at least 2 years of experience; 
OR an Associate’s degree with at least 4 years of experience;
OR 6 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master’s degree. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for experience but varies by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties.

ADDITIONAL SKILLS & QUALIFICATIONS

Required Skills

· System Administration, Network Engineering, and System Engineering (with ability to configure and manage network devices such as routers, switches, firewalls, and inline network encryptions, and an understanding of networking protocols; ability to troubleshoot and debug complex network and encryption issues, analyze network traffic and errors. Identify and resolve problems).
· Proficient in Microsoft Office suite, with demonstrated expertise using Excel.
· Excellent communication and collaboration skills, ability to work effectively in a team environment.
· Excellent problem solving, critical thinking, and analytical skills.
· Proficient in standardized requirements analysis. Demonstrated ability to communicate, coordinate, and collaborate with team members and stakeholders.
· Strong technical writing skills.

Preferred Skills
· Strong understanding of operational testing and evaluation.
· Experience with Key Management Infrastructure (KMI), cryptographic devices and COMSEC.
· Strong understanding of Net Ready – Key Performance Parameters (NR-KPP).
· Strong understanding of testing principles and experience with testing frameworks.
· Proficient in database management.
· Familiarity of national defense level operations.
· Ability to handle stress and work well under pressure.
· Quality interpersonal skills.
· Quality oral and written communication skills.
· Must be able to multitask and be organized.

WORKING CONDITIONS

Environmental Conditions

· Contractor site with up to 40% travel. Travel details include: 4-30 day travel events, five times per year.  Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.

Strength Demands

· Medium – 50 lbs. Maximum lifting with frequent lift/carry up to 25 lbs.
