This is a Designated by Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP the incumbent is (a) to refrain from use of illegal drugs and (b) if requested submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include knowledge of, and skill in applying a wide variety of complex military HR concepts, principles, methods, practices, policies, programs, techniques and regulations of the AF officer assignments process and consultative skill sufficient to conceive, plan, and manage all of the division programs. Knowledge of, and skill in applying military HR regulations, policies, practices, procedures involved in reviewing, analyzing and evaluating assignments, make assignment recommendations, provide management advisory services, assess impact of proposed changes and develop initiatives to address changes and/or problems involving special duty assignments; to monitor current and projected manning levels and validate vacancies; and to speak as the Air Force authority regarding assignments. Ability to plan, organize and/or direct team efforts to persuade management officials to accept and implement recommendations where the proposals involve substantial agency resources or require extensive changes in established procedures and methods. Ability to make authoritative judgment; prepare analyses, briefings, and reports; and to initiate and participate in special reviews, projects, and studies providing technical advice based upon a broad knowledge of the subject matter involved. Ability to develop, interpret, and analyze data extracts and reports from automated databases and/or develop the most efficient and effective automated systems approaches for presenting reports and graphics to management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Serves as the technical expert in all aspects of planning, organizing and overseeing the activities of three varied branches in ARPC/DPA
- Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors of teams made up of specialists and assistants in grades varying from GS-05 through GS-11 and military grades MSgt through Capt

- Ability to effectively communicate, both orally and in writing; train and work with widely diverse individuals and groups; and represent the activity to gain support for program goals, both within and outside the organization
- Ability to analyze organizational and operational problems and develop timely and economical solutions, working out solutions to problems and/or questions relating to work
- Ability to forecast funding over several fiscal years based on budget restraints and experience developing Program Objective Management (POM) submissions to compete for funding
