Job Description

Duties

  • Serve as Construction Control Representative with project lead and Contracting Officer Representative responsibilities for job site construction control of contract work.
  • Makes visits to various work sites to evaluate the contractor's off-site operations, quality control operations and adherence to schedules, and to resolve complex interrelated construction problems and issues.
  • Makes on the spot decisions and interpretations of plans and specifications to ensure that contractor work is in compliance with accepted construction practices
  • Prepare cost estimates scope of work, sketches and contract package to issue modifications and/or delivery orders on requirement type contracts.
  • Monitor field engineering projects, construction inspection and/or construction management duties involving the erection of a new structure, the installation of equipment and systems.
  • Formulates and presents findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The employee must possess or have the ability to possess certification as Contracting Officer Representative (COR).
  • This position may require the use of protective clothing or equipment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
  • The employee must obtain and maintain a secret security clearance for the duration of employment.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Reviewing project plans and specifications to determine site compatibility and identify anticipated problem areas with project aspects. 2) Inspecting in progress or upon completion, contractor operations, methods, techniques, and materials to ensure that acceptable construction practices are used. 3) Conducting safety meetings to advise contractor personnel in all matters relating to safety. 4) Providing identification and risk analysis for asbestos and lead. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
