Specialized Experience : One year of specialized experience which includes 1) Providing Hazardous Materials (HAZMAT) functions; 2) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; 3) Rescue operations; 4) Detection, reduction, or elimination of potential fire hazards; 5) Controlling hazardous materials incidents; and 6) Providing training in fire protection and prevention. 7) Plan work to be accomplished; 8) Evaluate employees' work performance; and 9) Resolve minor complaints and grievances. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Additional Requirements : In addition to meeting the specialized experience requirement above, applicants must also possess Fire Officer IV; Fire Inspector II; Fire Instructor II; AND Hazardous Incident Commander certificates certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06.

- Administer an organizational safety program to comply with National Fire Protection Association standards and Army regulations. Administer fire prevention protection programs to ensure they are effective.
- Administer the organizational fitness program to comply with physical requirements.. Coordinate the review of construction and renovation plans of building to ensure code requirements are met.
- Direct the placement of firefighting equipment and personnel to obtain the best results. Evaluate changing conditions in fire, medical or hazardous material emergencies to alter procedures appropriately.
- Evaluate conditions to make quick, accurate decisions to protect life and property. Review new regulations or policies to determine impact on program requirements.
- Assess the nature and extent of fire to determine resource requirements. Assume command of all activities at the scene of a fire.
- Exercise quick thinking when determining the proper type and placement of firefighting equipment to be used. Identify hazardous materials located near a fire to determine the course of action to prevent the fire from becoming more severe.
- Acknowledge work problems or serious complaints presented by subordinates to resolve issues promptly. Enforce policies and procedures to include participation in the firefighter fitness and wellness program.
- Interpret policy or regulations to advise subordinates of the proper course of action. Resolve complex, controversial, or sensitive work matters to ensure regulatory compliance.
- Brief senior leadership to provide information on fire operations and procedures. Discuss fire hazard findings with senior leaders to ensure identified problems are rectified.
- Make recommendations concerning fire protection programs to ensure the highest level of safety and prevention. Provide technical expertise and feedback on fire prevention matters to others.
- Develop proposed fire protection policies for higher level authority review. Prepare reports regarding fire operations to document details for the Commander.
- Write local fire prevention regulations or policies to document standard procedures to be followed. Write standard operating procedures to implement regulations applicable to fire or emergency services.
Conditions of employment
- This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
- Position is designated as a Key Position IAW AR 690-11. Civilians in key positions must be exempted from recall to active duty because of Reserve or retired military obligation.
- This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
- Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
- Must be able to pass a pre-appointment and subsequent periodic medical examinations IAW DoDi 6055.5M to determine fitness for continued performance of the duties of the position

- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
