Job Description

Akima Data Management (ADM) is seeking a mission-driven Senior Knowledge Manager (KM) with deep expertise in enterprise knowledge ecosystems and project/portfolio management to lead the design, governance, and modernization of knowledge-sharing environments across classified systems. This senior-level role is responsible for shaping KM strategy, overseeing KM project portfolios, and ensuring information is structured, discoverable, and aligned with Department of War (DoW) Office of Inspector General (OIG) mission objectives.



The Senior Knowledge Manager will architect modern collaboration solutions, drive KM governance, lead cross-functional initiatives, and manage a portfolio of KM projects that enhance operational transparency, decision-making, and enterprise-wide knowledge reuse. This role requires a blend of technical proficiency, strategic planning, and strong leadership to guide stakeholders, manage priorities, and deliver mission-aligned capabilities.

Responsibilities

  • Lead the development and execution of enterprise KM strategies that standardize knowledge creation, sharing, and reuse across directorates.
  • Oversee the KM project and portfolio pipeline, ensuring initiatives are prioritized, resourced, and aligned with mission and organizational goals.
  • Drive innovation by introducing KM frameworks, collaboration models, and modernization approaches that strengthen enterprise information flow.
  • Partner with government leadership, mission experts, and technical teams to define requirements, shape roadmaps, and deliver high-impact KM solutions.
  • Manage, maintain, and secure KM environments to ensure high availability, compliance, and optimized performance across classified systems.
  • Design, build, and sustain KM sites, dashboards, and content aligned with agency branding, governance standards, and evolving mission needs.
  • Implement metadata, taxonomy, and governance models that enable efficient knowledge capture, retrieval, and reuse across project teams.
  • Enforce SharePoint governance policies, access controls, and best practices in accordance with DoW data-handling guidelines.
  • Maintain audit trails, change logs, and version histories to ensure compliance with federal record-keeping requirements.
  • Design, configure, and customize solutions using Power Automate, Power Apps, SharePoint Designer, JSON schema, HTML/CSS, and REST API integrations.
  • Apply web application rules to personalize KM interfaces, optimize site performance, and ensure visual consistency.
  • Support modernization initiatives by improving data processing, information control, real-time data access, collaboration portals, and internal databases.
  • Evaluate new KM technologies, features, and capabilities for potential implementation within the enterprise environment.
  • Apply data analytics to measure KM impact, identify efficiencies, and inform strategic and resource planning decisions.
  • Monitor site analytics and user engagement to assess adoption trends and recommend improvements.
  • Develop performance dashboards and portfolio reporting to support leadership decision-

  • Conduct user training, develop reference materials, and promote effective use of KM tools and platforms.
  • Support cross-functional knowledge-sharing efforts to ensure consistent, accurate, and accessible information across all directorates.

Qualifications

  • Active Top-Secret clearance with SCI eligibility.
  • Minimum 10 years of experience in Knowledge Management, including 5+ years with MS SharePoint.
  • Demonstrated experience managing KM projects, portfolios, or enterprise-level initiatives.
  • Proficiency with Power Platform tools (Power Automate, Power Apps), JSON, HTML, CSS, REST API, and SharePoint Designer.
  • Demonstrated experience implementing KM frameworks, metadata/taxonomy models, governance strategies, and workflow automation.
  • Strong analytical, communication, and documentation skills, with the ability to translate mission needs into actionable KM solutions.
  • Experience with MS Office Suite and expertise in conducting data and statistical manipulation.
