Job Description
A Combatant Command (CCMD) Military Deception (MILDEC) POanner to develop and execute military plans.
KEY RESPONSIBILITIES
Support development of MILDEC plans that integrate with NORTHCOM and component command operations.
Analyze enemy decision processes (e.g. OODA loop) and intelligence collection systems to identify conduits and information pathways.
Craft believable, sensor-verifiable deception narratives supported by operations and activities.
Plan and conduct Department of War Deception Activities (DDA) including Operational Deception (OP-D), Deception in Support of Operations Security (DISO), and Tactical Deception (TAC-D).
Synchronize MILDEC efforts with Information Forces including OIE planners, PSYOP/MISO teams, OPSEC planners, Non-Kinetic Effects (NKE), and Cyber capabilities.
Coordinate with military and interagency partners to ensure MILDEC plans are aligned and do not conflict with operations.
Evaluate MILDEC operations by monitoring adversary behavior, analyzing intelligence, and reviewing Measures of Performance (MOP) and Measures of Effectiveness (MOE).
QUALIFICATIONS AND SKILLS
Completion of: The Joint Military Deception Training Course (JMTC); a Service Level MILDEC Course; or The MILDEC Theater Operations Course (MDTOC).
Current USG Top Secret/SCI clearance (or SCI-eligible based on previous investigation) .
Bachelor’s degree or equivalent operational experience.
3+ years of MILDEC strategic or operational planning experience.
Demonstrated MILDEC experience.
Demonstrated ability to perform at a strategic/joint level.
PREFERRED QUALIFICATIONS
Master's degree in national security, operations planning, or related field.
Expertise in NORTHCOM AOR.
Experience in the Joint Operations Planning Process (JOPP).
Experience drafting MILDEC plans, orders, and assessments.
Experience conducting Operational Deception (OP-D), DISOs, and TAC-Ds at Combatant Commands.
Experience developing and integrating MILDEC deception objectives, narratives, and supporting CONOPS.
Experience integrating Informational Capabilities into operational design under Joint Planning Publication 5-0.
Familiarity with Special Technical Operations (STO), Special Access Programs (SAP), and MILDEC integration.
Familiarity with HUMINT or Counterintelligence integration
WORK ENVIRONMENT
MILDEC Planners will work with military and government civilians in NORTHCOM/J394 Protection Branch or component command/Joint Task Force in a secure area.
Job includes ability to travel to conduct MILDEC planning, CONOPS, and assessments.
