Position Overview
The GARRETT GROUP is seeking a Ballistic Missile Submarine (SSBN) Subject Matter Expert (SME) to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7) under the Joint Exercise, Training, Assessment and Related Support (JETARS) contract.
The SSBN SME serves as the senior technical authority on sea-based strategic deterrence, providing expert analysis of ballistic missile submarine operations, force posture, and employment concepts. The selected candidate will apply deep operational experience to support campaign assessments, evaluate deterrence effectiveness, and inform senior leader decision-making at the Combatant Command level.

The selected candidate will apply deep operational experience to support campaign assessments, evaluate deterrence effectiveness, and inform senior leader decision-making at the Combatant Command level.
Key Responsibilities
- Conduct advanced analysis of USSTRATCOM core mission areas, with emphasis on the sea-based leg of the nuclear triad, including SSBN operations, force posture, and strategic employment.
- Apply operational expertise in SSBN and nuclear submarine operations to develop and refine Measures of Effectiveness (MOEs) and Measures of Performance (MOPs) supporting campaign and risk assessments.
- Support senior-level operations assessment activities, participating in USSTRATCOM, Component, CCMD, and Joint Staff planning teams for campaign planning and Global Campaign Plan execution.
- Analyze PMESII domains (political, military, economic, social, information, infrastructure) to assess progress toward strategic deterrence objectives and identify operational risk.
- Develop and maintain campaign-level assessments and risk evaluations related to SSBN employment, mission planning, force generation, and weapons system capabilities.
- Produce Commander's Estimates and conduct mission analysis in support of contingency and steady-state planning efforts.
- Translate national and strategic guidance into strategy-to-task frameworks, linking national objectives to executable SSBN force activities with traceable assessment logic.
- Deliver high-quality written products and executive briefings to senior leaders, clearly communicating complex operational assessments.
- Coordinate with Joint Staff, U.S. Navy fleet and squadron headquarters, interagency, and international partners on matters related to SSBN employment and strategic deterrence.
- Maintain awareness of key strategic guidance, including the National Security Strategy, National Defense Strategy, Nuclear Posture Review, National Military Strategy, Unified Command Plan, and Global Campaign Plans/OPLANs.
- Assess and provide recommendations on cost/benefit, force integration, resource allocation, and strategic alignment for sea-based nuclear forces within the broader deterrence enterprise.
Required Qualifications
- Minimum 15 years of nuclear submarine experience as a commissioned officer, including 3+ years in SSBN operations.
- Minimum 2 years of experience supporting the Office of the Secretary of Defense, Joint Staff, Combatant Command, Service component, numbered fleet, or equivalent headquarters.
- Bachelor's degree or higher.
- Completion of Joint Professional Military Education (JPME) Phase I and/or II.
- Experience in operations centers and/or joint operational environments.
- Background supporting U.S. Navy fleet headquarters, squadron headquarters, Joint Maritime Component Command (JFMCC), or equivalent.
- Active Top Secret/SCI clearance with eligibility for NC2/ESI and SAP access.
Preferred Qualifications
- Experience supporting USSTRATCOM exercises, campaign assessments, or strategic deterrence planning.
- Familiarity with Joint Risk Assessment Methodology (JRAM) and deterrence theory.
- Experience with JFMCC planning, nuclear employment policy, or STRATCOM component coordination.
- Prior contractor or government civilian experience supporting Combatant Command assessment or planning missions.
