Job Description

Duties

This is a provisional position description that projects duties and responsibilities associated with the Joint Staff. This position is located at the Joint Forces Headquarters State (JFHQ-ST), Joint Resiliency Directorate, Office of the Director. The primary purpose of this position is to serve as the Director of the Joint Resiliency Directorate with oversight of at least four major functions listed below without duplication in another directorate, and provides statewide policy, guidance, leadership, management, and oversight of service member, family, contractor, and employee programs, policies, and plans. This position will provide guidance to both Army and Air National Guard resources

- Coordinates policies, plans, programs, and requirements at the senior leadership levels within the state or district, and The Adjutant General's Office. This position may be required to serve on a broad range of committees and boards which formulate recommendations on policy, resource allocation, and future planning, and provides feedback to senior leadership. (25%)

- As the Director for the Joint Resiliency Directorate, ensures that all regulatory reporting requirements are accomplished within the required timeline, provides documentation for any requirements not met with a follow-on plan of resolving any unmet requirements. Responsible for the welfare and morale of the directorate, and enforces the cultural standards on conduct, performance, and discipline for assigned personnel.

- Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.

- Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and to resolve significant problems that arise. Ensures subordinate staff elements provide customer guidance and training. Participates in special projects and human capital initiatives and performs special assignments.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a probationary period.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is subject to provisions of the DoD Priority Placement Program and Veterans Preference.
  • Participation in direct deposit is mandatory.
  • Position is designated as Essential Personnel and may require duty for state emergency or disaster response, not to exceed 14 calendar days per year unless approved in advance by the TAG.
Qualifications

Group 2- Current competitive or excepted Federal employees nationwide

GENERAL EXPERIENCE: Education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : 1 year equivalent to at least next lower grade level. Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
