We are seeking a Program Manager to support Space Development Agency's Enterprise Operations Software Development efforts. This program manager will play a key role managing the lifecycle development and delivery of software solutions.
REQUIRED QUALIFICATIONS
Experience
- 10+ years of experience in program or project management, including leadership of large, complex initiatives
- Demonstrated success managing cross-functional teams and delivering multi-project programs
- Strong knowledge of program management methodologies (e.g., PMI, Agile, hybrid models)
- Experience managing budgets, schedules, and performance metrics
Edcucation
- Bachelor's degree in Business, Engineering, Computer Science, or related field
Clearance
- TS/SCI
PREFERRED QUALIFICATIONS
- Master's degree in Business, Engineering, Computer Science, or related field
- 5 + years of PM experience being applied to DoD and/or IC programs
- Experience managing agile software development and deployment
- Understanding of the ServiceNow platform
RESPONSIBILITIES
- Program Strategy & Execution
- Define program objectives, success criteria, and execution strategy aligned with organizational goals
- Oversee the planning and execution of multiple interrelated projects within the program
- Ensure alignment between strategic priorities and operational delivery
Leadership & Governance- Establish program governance structures, processes, and performance management frameworks
- Lead cross-functional teams, including project managers, technical leads, and support staff
- Provide direction, prioritization, and decision-making across program activities
Stakeholder Management- Serve as the primary interface with executive leadership, clients, and key stakeholders
- Facilitate communication, manage expectations, and ensure stakeholder alignment
- Lead program reviews, briefings, and executive reporting
Cost, Schedule & Performance Management- Manage program budgets, forecasts, and financial performance
- Oversee integrated schedules and ensure timely delivery of program milestones
- Monitor performance metrics and implement corrective actions as needed
Risk & Issue Management- Establish and maintain a comprehensive risk management framework
- Identify, assess, and mitigate program-level risks and issues
- Ensure timely escalation and resolution of critical concerns
Change & Scope Management- Control program scope through structured change management processes
- Evaluate impacts of changes on cost, schedule, and performance
- Ensure alignment with contractual or organizational constraints
Quality & Compliance- Ensure program deliverables meet quality standards and regulatory requirements
- Implement continuous improvement practices to enhance performance and outcomes
Resource & Vendor Management- Manage staffing plans, resource allocation, and workforce performance
- Oversee subcontractors, vendors, and external partners to ensure alignment with program goals
