Job Description

Overview

The position requires 10-years of experience in combined industry and government acquisition/financial management experience and 4-years' experience specifically supporting space and/or nuclear programs. Bachelor's degree in management, business, economics, finance, accounting, mathematics, science, technology, engineering, or statistics required.

Responsibilities

  • Applicants must have extensive knowledge of the Department of War (DoW) Planning, Programming, Budget, Execution (PPBE) process for defense acquisition programs.
  • Applicants will deliver expert budget and financial decision support to government space/nuclear defense customers such as program managers, program financial managers, and supervisory/management officials.
  • Applicants are responsible for delivering trend analysis and program execution reporting using multiple analytics systems.
  • Applicants are responsible for preparing accurate/complete budget/financial execution documents, developing/maintaining accurate financial records to include tailored program checkbooks, interacting with other government agencies such as Defense Finance and Accounting Service, tracking and forecasting execution, delivering a variety of budget/execution/accounting reports to include unfunded budget requests, and supporting financial audits.
  • Applicants perform Unliquidated Obligation (ULO) validation and close-out, contract reconciliation, and support contract close-out with contracting officers and other agencies such as Defense Contract Management Agency and Defense Contract Audit Agency.


Skills Required

  • Applicants should be proficient in the use of M/S office applications, i.e., M/S Word, PowerPoint, Excel as well as business analytic tools.
  • Experience using CCaR to support defense acquisition programs is absolutely required. Experience with DEAMS desired.
  • Experience with other DoW and Department of Air Force financial systems, e.g., CRIS, SDW/EDA, Advana, FM Suite, ADVANA, BQ, and MOCAS required.
  • Excellent verbal communication, written, and quantitative analytical skills are required.
  • Applicants must be able to work in a team environment.
  • Applicants must understand US Air Force financial management processes, US Air Force accounting and payment systems to include reimbursable funds management.
  • Applicants with Program Objective Memorandum (POM) experience desired.
  • Air Force Research Laboratory Space Vehicles Directorate
    • The AFRL/RV is located at Kirtland Air Force Base, N.M. It serves as the Air Force's center of excellence for space technology research and development, focusing on space-based capabilities such as intelligence, surveillance, reconnaissance, space situational awareness, communications, defensive space control, and nuclear delivery systems. The Directorate consists of an integrated team of military, civilian, and on-site contractors.
    • AFRL executes the Science and Technology appropriations of the Department of the Air Force (DAF).
  • U.S. citizenship required.
  • Applicants must possess a secret security clearance.
  • U.S. Space Force

Education
  • Bachelor's degree in management, business, economics, finance, accounting, mathematics, science, technology, engineering, or statistics required. Master's degree desired. Certifications such as Certified Defense Financial Manager (CDFM), Certified Acquisition Professional in Business Financial Management, or DoD Financial Management Certificates desired.
