CIS Secure is seeking a Talent Acquisition Manager, who is responsible for leading the day-to-day execution and operational excellence of the talent acquisition function. This role supports a team of senior recruiters by driving process consistency, optimizing recruiting workflows, and ensuring high-quality hiring outcomes across the organization.
This is a hybrid "player-coach" role with a strong emphasis on recruiting operations, stakeholder partnership, and team enablement. The ideal candidate will enhance recruiter effectiveness, improve hiring efficiency, and serve as the primary liaison between the recruiting team and business leadership.

CIS Secure is seeking a Talent Acquisition Manager, who is responsible for leading the day-to-day execution and operational excellence of the talent acquisition function. This role supports a team of senior recruiters by driving process consistency, optimizing recruiting workflows, and ensuring high-quality hiring outcomes across the organization.

Responsibilities
Team Leadership & Enablement
- Provide day-to-day guidance and support to a team of senior recruiters
- Assist in prioritizing requisitions based on business needs and urgency
- Promote consistency in recruiting practices, candidate evaluation, and hiring standards
- Act as an escalation point for hiring challenges and stakeholder concerns
- Support onboarding and continuous development of recruiting best practices
Recruiting Operations & Process Ownership (Primary Focus)
- Own and optimize end-to-end recruiting workflows from intake to offer
- Standardize interview processes, feedback mechanisms, and decision-making frameworks
- Identify inefficiencies and implement scalable process improvements
- Ensure consistency in job postings, approvals, and requisition management
- Drive adoption and effective use of recruiting tools and systems
Stakeholder Partnership
- Partner with hiring managers and business leaders to align on hiring needs and priorities
- Provide guidance on talent market conditions, timelines, and hiring strategies
- Ensure clear communication and alignment throughout the hiring process
Metrics, Reporting & Insights
- Track and report on key recruiting metrics (time-to-fill, pipeline health, conversion rates)
- Develop dashboards and provide regular updates to leadership
- Use data to identify trends, risks, and opportunities for improvement
- Drive accountability through transparency and performance insights
- Manage and adhere to a defined department budget
Selective Hands-On Recruiting
- Support or lead hiring for critical, complex, or hard-to-fill roles as needed
- Step in during high-volume periods or bandwidth constraints
- Maintain strong recruiting capability
- Manage a recruiting strategy and develop a talent pipeline.
Candidate Experience & Coordination
- Ensure a consistent, high-quality candidate experience across all touchpoints
- Oversee interview scheduling and communication standards (directly or through coordination support)
- Improve candidate communication templates and processes
OPERATING HOURS AND EXPECTATIONS:
- This position anticipates mostly standard hours, with some variability based on surge requirements.
- This position is expected to perform work in a hybrid capacity with the ability to report on-site at the Ashburn headquarters at least once per week.
TRAVEL:
- Less than 10%
Qualifications
CLEARANCE:
- This position does not require an active security clearance at the time of application.
- Must be a US Person who has the ability to obtain and maintain a government security clearance, required.
- Active Top Secret, preferred.
EDUCATION:
- Bachelor's degree, highly preferred.
CERTIFICATION(S):
- PHR, SHRM, AIRS, or other industry recognized certifications or trainings, preferred.
REQUIRED SKILLS AND EXPERIENCE:
- 5+ years of talent acquisition experience, with a strong focus on cleared recruiting within the federal government contracting space.
- Prior experience in a lead, team lead, or informal leadership capacity
- Strong experience with recruiting operations, process improvement, or program management
- Demonstrated experience recruiting for highly technical roles, including but not limited to:
- Cybersecurity
- Network engineering
- Systems engineering
- Software development
- Intelligence or mission-focused programs
- Proven ability to recruit and support hiring for candidates with active security clearances (Secret, Top Secret, TS/SCI), including understanding of clearance verification, transferability, and program requirements
- Experience partnering with hiring managers on cleared programs, federal contracts, or government customers, with an understanding of compliance-driven hiring environments
- Experience with recruiting operations, process improvement, or program management in a structured or compliance-heavy environment
- Proficiency with ATS systems and recruiting tools; experience leveraging data and reporting to drive decisions
- Knowledge and understanding of OFCCP and EEO requirements.
- Strong organizational skills and attention to detail, particularly in environments requiring accuracy, compliance, and documentation discipline
