Job Description

Duties

  • Interprets regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties.
  • Manages the safety and occupational health program of a major industrial/maritime operation.
  • Manages the safe movement of diverse general and hazardous cargo by surface, and maritime modes.
  • Conducts or participates in safety and occupational health inspections and surveys.
  • Reviews findings of safety surveys conducted by safety committees.
  • Prepares and distributes safety promotional and informative materials to maintain safety awareness.
  • Prepares and conducts briefings, meetings, training classes, and associated functions.
  • Provides safety consultation to directors, supervisors, managers, workers, and unions on safety requirements and procedures.
  • Prepares or assists in preparing responses to OSHA citations and inquires, Inspector General inquiries, and employee safety grievances and complaints.
  • Reviews contractor safety plans inclusion of safety requirements applicable to the type of work being performed or product to be delivered.
  • Reviews and/or prepares accident reports on investigations involving property damage, restricted time injuries, and lost time injuries.

  • This position requires the incumbent to obtain an interim Secret clearance and obtain/maintain a Secret security clearance based on the duties and responsibilities identified.
  • Candidates selected for this position must pass an extensive medical examination for deployment and during the employment duration to CENTCOM area per MOD17 guidance.
  • The position requires the incumbent to perform up to 25% of TDY.
  • This position requires a valid, state-issued Driver's License and must be insurable in order to travel to other locations in the Commands structure.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • Incumbent must possess or complete CP-12 Level I Professional Certification program within 24months of appointment.
  • Incumbent must complete OSHA 10-hour Maritime Safety Trainer (OSHA 5400/5410) for Port Operators within 90 days of HIRE/APPOINTMENT.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:

One year of specialized experience which includes 1) conducting safety and occupational health surveys; 2) recommending measures to eliminate or control hazardous practices and conditions; and 3) preparing supplemental written safety procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Additional information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

  • This is a Functional Community (FC) 12 - Fire, Occupational Health & Safety position.
  • The initial length of this overseas tour is 12 months.

  • You are authorized to ship 350 lbs of HHG. The rest may be placed in storage at Government's expense.
  • The maximum HHG weight limit may be shipped and stored at government expense is limited to 18,000lbs.
  • Shipment and Storage of POV is NOT authorized.
  • Recruitment/Relocation/Retention incentive may be requested through management and may be authorized up to 25% of base salary per year to be paid bi-weekly for a period of service up to 2 years.
