Job Description

Suvi is looking to fill critical Information Technology based positions for our customer with the United States Transportation Security Administration (TSA) located in Springfield, VA. The ideal candidate will possess the following qualities: outstanding customer service, expertise/knowledge in the required field, dedication to the mission and strong work ethic.



Suvi is in search of a dedicated IT professional to join our family as the Program Manager for our TSA Enterprise Architecture Support Team. The Program Manager will lead the Enterprise Architecture (EA) Program Management efforts for the customer's Enterprise Architecture Support Services (EASS) contract. This role is critical in supporting the customer's mission to protect the nation's transportation systems by managing and enhancing EA processes, ensuring alignment with federal frameworks such as FEAF v2.0 and DoDAF, and driving efficiency in IT and non-IT investments. The ideal candidate will provide strategic oversight, risk management, and stakeholder coordination to mature the customer's EA program, enabling data-driven decision-making and integration across performance, business, data, application, infrastructure, and security architectures. This position requires expertise in federal IT governance, project management, and collaboration with stakeholders to identify opportunities for cost reduction, information sharing, and technological compliance.

Responsibilities

  • Manage the overall EA Program, identifying opportunities to increase efficiency, improve information sharing, and reduce costs within the EA environment.
  • Review procurement packages to ensure technology compliance with enterprise policies, compare proposed technologies against approved ones, consider advances in technology and resource constraints, document findings, and provide final recommendations to leadership.
  • Author, maintain, and adhere to all EA processes and Standard Operating Procedures (SOPs), utilizing approved collaboration tools for all efforts.
  • Provide comprehensive program and project management support, including planning, monitoring, tracking, and reporting on tasks, projects, dependencies, schedules, and Work Breakdown Structures (WBS).
  • Allocate resources based on priorities, required skills, and experience, leveraging existing tools to optimize team performance.
  • Identify, manage, and report all risks and issues; prepare materials for weekly status reports, monthly financial reporting, and In Progress Reviews (IPRs).
  • Develop meeting agendas, minutes, and supporting materials for EA-related meetings with stakeholders, ensuring effective communication and follow-up.
  • Support the alignment of EA with the customer's strategic goals, including modernization efforts involving Intelligent Automation, Artificial Intelligence (IAAI), and migration to open platforms.
  • Collaborate with cross-functional teams to evaluate and analyze information for modernization and transformational activities, identifying redundancies, gaps, and opportunities for cross-enterprise collaboration and IT asset reuse (e.g., via Analysis of Alternatives - AoAs).
  • Assist in building out an EA Repository tool and metamodel compatible with existing EA data, ServiceNow, and Common Service Data Model (CSDM).
  • Provide program management support for additional areas as needed, including EA support tools, and other areas as needed.
  • Ensure compliance with federal mandates such as the Clinger-Cohen Act, OMB Circular A-130, FITARA, and EAMMF, while facilitating governance processes and reporting.
  • Negotiate and manage optional tasks or emerging requirements as directed by the government, including cost negotiations for contract modifications.

Qualifications

  • Bachelor's degree in Information Technology, Business Administration, Project Management, or a related field (Master's degree preferred).
  • Minimum of 8-10 years of experience in program/project management, preferably in federal IT or enterprise architecture environments.
  • Experience managing risks, issues, schedules, WBS, and resource allocation in complex, stakeholder-driven projects.
  • Proficiency in collaboration tools (e.g., ServiceNow, Microsoft Teams, or similar approved platforms) and preparing executive-level reports, briefings, and financial documentation.
  • Familiarity with TSA or DHS operations, including alignment of business needs with IT architecture across domains like performance, business, data, applications, infrastructure, and security.
  • PMP (Project Management Professional) certification or equivalent required.
  • Ability to obtain and maintain a Secret security clearance.
  • Excellent communication skills, with experience facilitating meetings, preparing agendas/minutes, and presenting to senior leadership.

Preferred Skills:
  • Experience in EA frameworks such as Federal Enterprise Architecture Framework (FEAF) v2.0 and Department of Defense Architecture Framework (DoDAF).
  • Knowledge of federal IT governance, including Clinger-Cohen Act, OMB Circular A-130, FITARA, and EAMMF.
  • Experience in emerging technologies such as AI, machine learning, cloud computing, and data mesh principles.
  • Background in procurement review, technology compliance assessments, and Analysis of Alternatives (AoAs).
