Job Description

The Red Gate Group is seeking a Budget Subject Matter Expert to support the Defense Intelligence Agency (DIA) CIO, CIO-5. This position provides expert-level resource management, budget analysis, and decision-support to the CIO, managing outyear budgets and delivering data-driven recommendations across all CIO divisions. The Budget SME will lead analysis of requirements identified during annual Zero Base Reviews and employ statistical and trend analysis techniques to identify areas for improved financial stewardship.

Responsibilities
  • Manage CIO outyear budgets and provide decision-support assessments and analysis to CIO leadership, delivering data-driven recommendations on resource allocation, program priorities, and emerging initiatives
  • Provide data and program analysis across CIO divisions to understand and document outyear requirements, supporting strategic planning on CIO priorities and employing statistical and trend analysis techniques to identify areas for improved financial stewardship
  • Lead analysis of low-level requirements identified during CIO's annual Zero Base Reviews, along with all other analytical projects and tasks associated with CIO outyear resources
  • Provide strategic advice and expertise to organizational senior leadership and policymakers on budget formulation, resource management, and cost analysis to enable informed investment decisions


Required Qualifications
  • Active TS/SCI clearance (CI Poly preferred)
  • Minimum 12 years of experience in budget analysis, resource management, financial planning, or a closely related field within the DoD or Intelligence Community, with at least a portion of that experience within the last 2 years
  • Master's degree in Finance, Business Administration, Economics, Public Policy, or a related discipline from a college or university accredited by an agency recognized by the U.S. Department of Education
  • Demonstrated leadership and expertise in identifying, planning, developing, and executing budget strategies and resource management processes aligned with organizational mission objectives
  • Extensive ability to provide strategic advice on budget formulation, outyear planning, and financial stewardship to senior leadership and policymakers
