Job Description

Duties

  • Performs duties as the program manager for the PSYOP capability management program.
  • Performs Program Systems Management as appropriate within Army and or SOCOM systems.
  • Oversees the preparation of PSYOP sustainment and modernization plans and their integration into the current and future force.
  • Performs full range of supervisory duties to include setting priorities and schedules.

  • Incumbent must be able to obtain and maintain a TOP SECRET clearance.
  • This position requires a pre-employment drug test and random drug tests thereafter.
  • TDY Travel may be up to 25%.
  • May, on occasion, exceed the normal 8 hour workday and cause short notice overtime requirements.
  • This position may require you to work in a field environment and work in all types of weather conditions and wear personal protective equipment and clothing.
  • This position will require a one year Term trail period.
  • This position is a Obligated and is NTE 2 years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience:One year of specialized experience in
1) provide effective and timely advice with analytical services, staff advice, and assistance concerning work on doctrine, organization, training, material, leadership, personnel proponency, policy and education;
2) coordinate with multiple commands, program managers (PM), and other combat/capability developers.
3) Experience working in large organizations with multifunctional staff such as at the Army Service Component Command, Army Command, Headquarter of the Army, United States Special Operations Command or equivalent service command levels
4) participating in Experimentation/Wargames/Campaign of Learning events such as a Psychological Operations(PSYOP) Subject Matter Expert;
5) communicating orally and in writing to disseminate information and provide advisory service related to fielding and training of PSYOP and equipment.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

  • Temporary Appointment NTE 1 year - Position may be filled as a Temporary Appointment NTE 1 year. Temporary appointments may be extended up to a maximum of three (3) years.
  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 12 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition
  • When a temporary promotion is to an organization in a different command, the losing and gaining activities must agree to the temporary promotion and decide in advance which activity will assume responsibility for placement of the employee when the temporary promotion ends. If no decision is made, the employee will return to their permanent position of record. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.
