Duties
As a FACILITY PLANS AND PROGRAMS MANAGEMENT SPECIALIST (TITLE 5), GS-1601-12, you will manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs.
Conditions of employment
AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:
SPECIALIZED EXPERIENCE : GS-12 LEVEL - MUST possess the specialized experience, training or education applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.
SPECIALIZED EXPERIENCE : MUST - possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

As a FACILITY PLANS AND PROGRAMS MANAGEMENT SPECIALIST (TITLE 5), GS-1601-12, you will manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs.
- Manage the planning, programming, and real property responsibilities for facilities engineering and management programs.
- Serve as a principal advisor and action officer on proposed construction, maintenance, construction, maintenance, repair, and facilities management programs.
- Receive, verify, and coordinate approval of all initial requests for construction, maintenance, and repair projects.
- Provide guidance and direction on project scope, preparation of project estimates, economic analyses, and programming documents.
- Approve location and arrangement of facilities, identify, and recommend appropriate funding sources and submit proposed projects to appropriate authority for final approval.
- Oversee the management of all an organization's real property.
- Serve as point-of-contact for the acquisition, management, and termination of real property interests.
- Determine and recommend appropriate methods of acquisition to include, but not limited to, transfer, exchange, agreement, license, lease, permit, purchase, and reassignment.
- Oversee title searches to obtain evidence or related information to determine proper ownership of properties and identify any unusual circumstances related to that title or ownership.
- Negotiate terms and conditions to maintain compliance, satisfy the needs of users, and maintain cost efficiency.
- Research energy providers, new energy systems and technology, and state and Federal regulations.
- Interpret economic impact of energy laws and policies and recommend new technology and equipment and advise staff of impact.
- Serve as the principal advisor for a web based information system and management of these systems within the department to include establishment of an installation database of record.
- Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules.
- Assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized.
- Balance workload and provide advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues.
- Identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, training, and space to ensure success in meeting goals and objectives.

- The SECOND area of consideration will be Veterans' Preference (VP) eligible.

- The FOURTH area of consideration will be all current Federal Employees.
- The FIFTH area of consideration will be all Federal re-employment eligible.
