Job Description

Position/LCAT: Strategy, Plans, & Policy Integrator SETA SME (Strategy and Policy Analyst - SME)
Location: Pentagon (Onsite)
Clearance: TS/SCI (can start with TS/SCI Eligibility)
Education: MA/MS in a national security, geopolitical, or international-related field (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work- related)

Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
· Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
· Maintain digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
· Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
· Master position tasks within 60 days and exceed requirements within 90 days.

Responsibilities:
The Strategy, Plans, & Policy Integrator SETA (SPPI SETA) SME provides SAF/OC/ CDM and OUSD I&S CADI intelligence analysis and strategic assessments, intelligence research, intelligence briefings, and intelligence assessments and studies. Per PWS section 1.3.5, Intelligence Support, and PWS Labor Category description p. 80, Strategy and Policy Analyst, specific tasks and responsibilities include but are not limited to:
· Provide intelligence, planning and policy expertise and support to CDM and OUSD I&S CADI requirements.
· Conduct scenario planning and risk assessments for strategic planning purposes.
· Develop recommendations and action plans to address strategic challenges.
· Draft and present reports, briefings, and presentations on defense strategy and policy issues.
· Monitor and assess the impact of policy changes on defense operations.
· Collaborate with government agencies, defense organizations, and stakeholders on policy and operational issues.
· Provide support for strategy formulation, implementation, and evaluation.
· Work collaboratively with other intelligence analysts and technology specialists.
· Create actionable information activities intelligence (e.g., military intelligence analysis) across the various intelligence disciplines/domains or scientific and technical intelligence; or, within the business, competitive, and market intelligence domains.
· Produce intelligence reports in a variety of formats for concise, succinct, and clear delivery (RR #46).
· Develop expedited intelligence reports by utilizing advanced text and visual analytics.
· Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving. Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
· Contribute to development of long-term strategic plans and national defense objectives, while keeping abreast of geopolitical developments and emerging security threats.

Qualifications:
The candidate must have the following qualifications:
· Minimum of fifteen (15) years of related work experience.
· Minimum of six (6) years of specific functional experience in the following areas, in support of a DOW component:
o joint intelligence planning and/or all-source analysis;
o foreign defense industry analysis and/or direct experience in strategic competition; and
o special operations, and/or sensitive activities.
· Proficient in defense policy analysis and formulation, including familiarity with national security strategy documents.
· Experience in multi-country domain analysis.
· Experience working on China.
· Experience in working with classified and sensitive information while adhering to security protocols and clearance requirements.
· Experience in military intelligence, or business, competitive, and market intelligence domains.
· Experience in using analytical methods and tools to evaluate defense policy and operational effectiveness.
· Skilled in performing Data analytics using text enablers, such as: various AI tools, and/or data analytics tools like Tableau, Python, Power BI, or other.
· Excellent verbal and written communications skills.
· Experience analyzing adversaries’ defense industries, with regional or functional expertise.
· Ability to brief at all levels.

The following qualifications are desired:
· Experience in providing support to coalition, NATO or bilateral military activities. (Preferred)
· Understanding of international relations, diplomacy, and military alliances in the context of defense strategy. (Preferred)
· Familiarity with defense budgeting and resource allocation principles. (Preferred)
· Knowledge of defense acquisition and procurement processes, including policy implications. (Preferred)
· Skills in Generative AI, prompt engineering, and other AI tools. (preferred)

Travel: Some local travel and TDY may be required, less than 10%.
