We are actively seeking a Secret-cleared Administrative HR Specialist - Senior with extensive experience in U.S. Government human resources administration to support our clients at the Office of Naval Research Global (ONR Global). Qualified candidates will oversee personnel transitions, onboarding, and offboarding for domestic and international staff, while ensuring compliance with Navy HR policies and enabling seamless workforce planning across ONR Global's mission.

Note: This position is contingent upon contract award . We are currently seeking qualified candidates to include in our proposal for an upcoming government contract. Applicants selected may be contacted for further steps if the contract is awarded.

Work Description:

The Human Capital Analyst (HR) - Senior provides advanced U.S. Navy Human Resource (HR) administration services in support of ONR Global's Human Resource Officer (N1) . This position performs non-inherently governmental human capital and HR administrative functions, such as managing critical personnel transition, onboarding, and offboarding functions for domestic and international ONR Global staff , in accordanc e with federal regulations and Navy policy .

Responsibilities: The Administrative HR Specialist - Senior will support tasks such as:
  • Accept tasking and task prioritization from the ONR Global Human Resources Officer (N1) and perform non‑inherently governmental human capital and human resources administrative functions in support of ONR Global personnel operations.
  • Identify, track, and manage all ONR Global billets and positions approaching End of Tour or mandatory rotation dates, including unscheduled or ad hoc billet changes, and provide written (email) notification to the ONR Global HR Department Head and Executive Officer no later than 90 days prior to the vacancy for all domestic and international locations.
  • Execute administrative human resources actions required to ensure accurate , compliant, and timely transition of personnel into and out of ONR Global, maintaining administratively correct personnel profiles in accordance with Navy and federal requirements.
  • Capture and coordinate personnel transition actions among selectees, supervisors, home activity personnel offices, Human Resources Office (HRO) staff, overseas personnel, sponsors, and mentors, and notify ONR Global HR stakeholders via email within 24 hours of transition notifications.
  • Draft and facilitate the issuance of "Welcome Aboard" letters for all selectees and assist with onboarding requirements tailored to personnel status, including core civilian, detail, military, and contractor staff.
  • Conduct an annual review and update of all ONR Global Welcome Aboard packages to ensure accuracy, completeness, and currency of onboarding information for new personnel.
  • Provide off‑boarding paperwork and instructions to outgoing ONR Global personnel and their supervisors no later than two months prior to departure, and collect, consolidate , file, and update all associated off‑boarding documentation and data within the N1 organization.
  • Plan, coordinate, and facilitate Annual Working Group meetings to update and validate ONR Global workforce planning and recruitment strategies in alignment with approved Requirements Documents for upcoming fiscal years.
  • Solicit annual staffing updates from Government Program Managers, update USAJobs baseline templates and recruitment materials as required , and develop projected vacancy lists covering an 18‑month planning horizon to support workforce forecasting and execution.

Minimum Requirements:
  • Bachelor's degree + 10 years in U.S. Government HR management, OR 20 years of direct HR experience.
  • Demonstrated expertise in personnel administration, recruiting, onboarding, and issue resolution.
  • Strong written and verbal communication skills; experience briefing senior leadership.

Desired: Familiarity with the Naval Research & Development Establishment (NR&DE); U.S. Navy HR experience.
