Job Description
SynthBee’s Facility Security Officer (FSO) is a foundational leadership role that will build and scale the industrial security infrastructure for our Aerospace, Defense, and Government (ADG) business unit. This individual will be the primary architect of SynthBee’s path to attaining a Facility Clearance (FCL), ensuring the company meets all federal requirements to support high-stakes customer demands. Stationed in the Washington, DC metro area, the FSO will oversee the build-out of a physical office, including the design of secure spaces, while simultaneously collaborating with the VP, IT and Global Security to align security controls with FedRAMP certification goals.
The FSO will serve as the expert liaison between SynthBee and government management personnel, ensuring strict compliance with 32 CFR, the NISPOM, and Contract Security Classification Specifications (DD Form 254). This role is not merely administrative; it is a strategic position responsible for managing the full lifecycle of personnel clearances, mitigating Foreign Ownership, Control, or Influence (FOCI) risks through Key Management Personnel (KMP) oversight, and fostering a culture of proactive safety and compliance. As the business unit matures, this role has the potential to grow into a Head of Risk position for the entire ADG unit.
Role Duties
FCL Attainment: Develop and execute plan, including providing guidance to ADG leadership where tradeoffs arise, that results in SynthBee attaining its FCL. This also includes preparing the initial FCL package and serving as a liaison with SynthBee’s FCL sponsor. Acts as the primary point of contract for the DCSA Industrial Security Representative (ISR) during the initial facility vetting.
ITPSO: Establish and chair SynthBee’s Insider Threat Program
FOCI: Managing the SF-328 (certificate pertaining to foreign interests) and handling Key Management Personnel (KMP) exclusion resolutions
Security Programs: Design and administer day-to-day security programs in compliance with 32 CFR Part 117, Security Classification Guides, and program guidance, including: personnel processing, program reviews, document control system, inventories, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs
Operations & Facilities Management: Support the head of SB’s DC office with overseeing the establishment and management of a SynthBee office in the Washington metro area. This will include interacting with company managers whose staff works out of the DC office (e.g., SVP of Engineering, VP of IT)
Operations policies: Provide guidance to employees and recommend modifications to operations policies and procedures; maintain and update DISS for the company, process requests for changes to DISS, including analyzing requests to assure proper need-to-know justifications are enforced; maintain and update NISS for all locations.
FedRAMP Support: In coordination with ADG GM, ADG Deputy GM, and VP of IT support (as needed) support areas of overlap between attaining FedRAMP and CMMC certification and an FCL
Enforcement: Enforce foreign contact and travel requirements, entry procedures, escort procedures, document control procedures, and classification review/guidance requests; manage collateral facilities, access control systems, and alarm systems. Coordinate the buildout of new Open Storage Areas (OSAs) and Restricted Areas
Risk Management and Advisement: Analyze and assess issues with personnel security and propose solutions that meet standards set by applicable regulations, directives and instructions. As SynthBee seeks to attain FCL and FedRAMP, provide guidance on pros and cons of tradeoffs regarding different potential controls.
Continuous Learning and Training: Stay current with and provide continuous training and guidance in all areas of security; including but not limited to, local procedures, OPSEC, Communications Security (COMSEC), Security Awareness, and marking classified material.
Perform other related duties as assigned or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
