POSITION OVERVIEW

STi is seeking a Workforce and Resiliency Lead to support CBP’s Office of Field Operations (OFO) under the Enterprise Business Management Support Services effort. This position will help OFO design and implement workforce-focused solutions that strengthen leadership effectiveness, workforce resiliency, organizational readiness, and operational sustainability in a law enforcement environment.

The successful candidate will bring experience developing transformative workforce strategies, resiliency initiatives, and data-informed solutions tailored to demanding operational organizations. This role will support leadership development efforts, resiliency planning, and workforce modernization initiatives that enhance OFO’s ability to meet evolving mission demands.

PRIMARY DUTIES AND RESPONSIBILITIES

Responsibilities include:

Lead development and implementation of workforce transformation and resiliency strategies aligned to OFO mission priorities.
Design initiatives that improve how law enforcement personnel work, lead, collaborate, and adapt within evolving operational environments.
Support creation of leadership development content, workforce resiliency programs, and organizational improvement strategies for mid-level and executive leaders.
Develop data visualizations, metrics, and analytic products that help leadership understand workforce trends, resiliency factors, and organizational challenges.
Provide subject matter expertise on workforce evolution, workplace innovation, leadership effectiveness, and mission-focused resiliency strategies.
Support design and development of training, leadership labs, workshops, consultations, and facilitation sessions.
Conduct assessments to identify workforce pain points, organizational risks, leadership development needs, and improvement opportunities.
Translate qualitative and quantitative workforce data into actionable recommendations for OFO leadership.
Coordinate with cross-functional stakeholders to ensure workforce and resiliency initiatives are integrated across directorates and field operations.
Prepare briefings, implementation plans, strategic recommendations, and supporting materials for senior leaders and decision-makers.
MINIMUM QUALIFICATIONS

U.S. Citizenship required. Active TS/SCI required.

Bachelor’s degree in organizational development, industrial/organizational psychology, human capital, public administration, education, business, or related field; equivalent experience may be considered
Minimum 3 years of experience delivering workforce transformation efforts within DHS
Experience developing and implementing resiliency strategies
Experience creating data visualization or workforce insight products tailored to operational or law enforcement audiences
Experience supporting leadership development, change initiatives, or workforce improvement efforts
Strong communication, facilitation, and stakeholder engagement skills
Ability to tailor recommendations and materials for both senior leadership and operational personnel
PREFERRED QUALIFICATIONS

Prior CBP experience preferred
Experience supporting law enforcement, border security, or other high-operational-tempo Federal environments
Experience designing leadership training, resilience training, or workforce modernization programs
Experience using analytics to inform workforce strategy, organizational planning, or employee support initiatives
Familiarity with human-centered approaches to workforce transformation and organizational effectiveness
WORK ENVIRONMENT

Primary places of performance are Sterling, VA and Washington, DC
Role supports a mission-driven, high-visibility Federal customer with extensive coordination across multiple OFO stakeholders
Some travel may be required in support of stakeholder engagement, assessments, workshops, or training activities
