Construction Manager

This construction program addresses a backlog of restoration and rehabilitation projects, long term utility and structural repairs for the White House and President’s Park, as well as security facilities for the United States Secret Service (USSS). It also includes construction projects for the White House and grounds, projects for President’s Park and projects at related White House and USSS support facilities. Major projects on the campus include infrastructure projects, restoration and/or alteration of the historic White House fence, milling and paving of roadway surfaces, reconstruction of landscape areas, and surveys to verify existing mechanical and electrical equipment and facilities.
CMR must hold an active Top Secret security clearance and adjudicated Tier 5 background investigation (TS/SCI). Due to the strict security protocol at the White House, President’s Park, the CMR, other designated professionals, COR or the Government personnel holding an appropriate security clearance and badge is required to be present while on-site construction or a site visit is in progress.
It is anticipated that the CMR may need to provide on-site site visits at the White House, President’s Park. However, the CMR may need to visit other off-site locations from Presidents Park for the purpose of performing specialized inspections or to perform other mutually agreed upon work. In addition, there will be some off-site travel to locations TBD (assume Colorado Springs, CO).
Period of Performance:
May 1, 2026, to April 30, 2027, full-time, 40 hours per week.
Requirements
On-site CMR must hold an active Top Secret security clearance and adjudicated Tier 5 background investigation (TS/SCI). The Top-Secret Clearance and Tier 5 Adjudication must be recorded in the DCSA CVS/PIPS system. Interim Top-Secret clearances or incomplete background investigations are not acceptable. This clearance must be maintained for the duration of services under this Task Order.
Classified Documents:
Each member of the construction management staff may have a need to handle classified documents and shall, therefore, be required to receive training in the methods and procedures of handling such documents. The Government will provide this training at no cost to the Contractor.
White House Access:
Each member of the construction management staff will be required to obtain access clearance through the United States Secret Service for the White House complex. The Government will provide any required forms, and no additional costs are associated with this procedure.
IT Security Awareness Training:
All contractors shall be required to take the IT Security Awareness training upon entry on duty and annually thereafter.
Rules of Behavior:
All contractors shall read and sign the Rules of Behavior before they are connected to any IT services.
The Government will provide the on-site contractor access to the NPS computer network for the purpose of fulfilling the identified duties above. In order to authorize that access, the completion of all rules and procedures governing responsible computer use is required. The Contractor must be able to comply with Homeland Security Presidential Directive 12 (the Common Identification Standard for Federal Employees and Contractors), commonly known as HSPD-12.
Education/Certification and Experience Required:
Must demonstrate a minimum of eight (8) years of relevant construction and/or engineering work experience in:
• Construction management.
• Project coordination, documentation, and communication.
• Applying and ensuring compliance with contract document requirements.
• Inspection and verification of construction work.
• Reviewing as-constructed markup drawings.
• Reviewing payment invoices.
• Leading and facilitating progress meetings and general meetings.
Must be computer literate, knowledgeable in construction practices including applicable building codes, cost breakdown estimating and negotiating, and technical writing. Individual shall have sufficient computer operating skills to be able to open and manipulate Primavera Project Planner (P3) schedules and be proficient in Microsoft Word, Excel, and Project. The CMR must also be able to access and utilize the internet for the transmission of digital progress photos and administrative communications.
Must be knowledgeable in applicable safety regulations and must have a minimum of OSHA 30-hour construction safety training or be able to receive such training within 90 days of award. Additional training may be required such as Confined Space Training, Federal Information Systems Security training, or required training for gaining access to the Government’s Internet and Intranet systems.
Must have the ability to obtain escort privileges and provide escorting at the White House, President’s Park site or other locations that require a security clearance in order to perform construction management, on-site inspection, special inspections, administration of the construction contract, and site visits.
