U.S. Navy Ship Programs Support: Principal Acquisition Analyst (Key Personnel – PEO Ships GEM 3)

Role Summary:
ELS is seeking a Principal Acquisition Analyst to support U.S. Navy shipbuilding and modernization programs. This position is designated Key Personnel, meaning the selected candidate must meet contractual qualifications and documentation must be submitted in accordance with the contract for government approval.

This role provides direct support to a Principal Assistant Program Manager (PAPM), a NAVSEA Government position for Hull, Mechanical, and Engineering (HM&E) Control & Interior Communications (IC) Voice Systems. This effort includes duties related to collaborating with the Government in the areas of Program and Contract Management, technical information, and budgeting.

Program & Contract Management (highest priority skill area):
• Collaborates with Government to issue contract modifications to contracts, which allow Government purchases through vendors.
• Assists development of Requests for Proposals (RFPs) to establish new contracts or extend contracts. Efforts may also include development of Acquisition Plans, Source Selection Plans, etc.
• Manages and monitors shipment of government equipment from vendors to shipyards and reports status to the Government lead. Efforts may include reporting issues, late shipments or deliveries, and collaborating with contacts at shipyards for confirmation of receipt and inventory.
• Track contract MODs and/or status in spreadsheets for reporting, including documenting actions for the next step.
• Strong proficiency with Microsoft Office (Word, Excel, PowerPoint).
• Strong writing and communication skills.
o This skill set includes documenting discussion topics from meetings and decisions for a path forward and verbally describe the action to leadership.
o This skill set includes planning the next needed actions for a process or for a path forward to include using information learned in one meeting to another effort, such as making a chance to a contract based on direction taken from a meeting.
• Experience with PEO Ships/NAVSEA Contracts would be beneficial.

Technical (second highest priority skill area):
• Supports technical areas of Hull Mechanical and Electrical (HM&E) Systems, including GEDMS, HMECS, IC Voice Systems, MCS, and EC.
• Understand system information (such as components) and create presentations as needed.
• Assists with the development of change control process documentation, including change requests for fielding changes.
• Experience or understanding of shipbuilding processes would be beneficial.

Financial & Budgeting (third highest priority skill area):
• Experience with 7300s, SCN-ERs, and operational phasing plans (OPPs).
• Support financial obligations and provide background details to explain the reasons for de-obligations.

What You’ll Do
• Provide support to the Principal Assistant Program Manager (PAPM) by functioning as a Lead on multiple efforts, driving efforts to support the PAPM role.
o Track and report on equipment delivery status, document and track actions, and provide updates to PAPM for awareness and to direct priorities.
o Develop meeting agendas and run meetings to report status to the PAPM, and then execute next steps with minimal direction.
• Track Government Furnished Equipment (GFE) delivery status, issues, and schedule impacts for assigned ship programs and hull-level equipment for vendors.
• Compare dates for ship building, including dates associated with delivery of vendor-supplied GFE (required delivery dates, estimated delivery dates, and shipyard need dates) to anticipate impacts to schedule or risks associated with potential delivery issues.
• Coordinate with government program offices, engineering teams, original equipment manufacturers, shipbuilders/shipyards, and support organizations to align delivery schedules and prevent production delays.
• Upload and maintain ship delivery documentation in the Government Equipment Management Information System (GEMIS), a government tracking system used to record and monitor equipment delivery status, supporting documentation, and delivery history for ship programs. Ensure data and supporting documents are current, complete, and audit-ready.
• Support contract planning and funding execution by working in Enterprise Resource Planning (ERP) systems (government financial and procurement tools used to plan, track, and execute funding).
• Create, update, and track Procurement Request (PR) numbers so actions can be routed, awarded, and monitored through completion.
• Create, enter, and track Procurement Requests (PRs) in the Standard Procurement System (SPS) and the Procurement Management Tool (PMT) in the Acquisition Management System (AMS), including maintaining PR numbers, coordinating with the Contracting Officer (CO) team, and tracking actions through award and modification.
• Track equipment configuration impacts and support change coordination by documenting impacts to quantities, schedules, and delivery plans.
• Provide risk management support by identifying and tracking cost and schedule risks tied to shipboard HM&E systems and related equipment deliveries.
• Lead working-level meetings: build agendas, capture minutes, assign owners/due dates, and drive action closure across government and industry stakeholders.
o Own recurring program execution outputs, including weekly status updates, action item logs, risk/issue logs, decision records, and monthly report inputs for government leadership.
• Develop professional written products (decision records, action logs, executive summaries, formal reports, and briefings) for senior government leadership.
• Communicate professionally with senior government stakeholders and produce decision-ready summaries that are clear, concise, and supported by current data.
• Work comfortably in government environments using Microsoft Teams, SharePoint, and Navy network tools.

Required Qualifications
• Bachelor’s degree in Engineering, Business Management, or a science discipline.
• 10+ years of professional experience in program/project management supporting Department of Defense acquisition (or U.S. Navy acquisition).
• Active Department of Defense Secret clearance.
