Position Overview
The Contractor Special Access Program Security Officer (CSSO) serves as the subject matter expert (SME) for Special Access Program (SAP) security in support of the 25th Attack Wing. The CSSO plans, organizes, and executes comprehensive SAP security activities to ensure compliance with national, DoD, USAF, MAJCOM, and Intelligence Community (IC) directives. This role integrates multiple security disciplines-including personnel, physical, information, industrial, and cybersecurity-to protect sensitive programs and enable mission success.

Position Overview

The CSSO plans, organizes, and executes comprehensive SAP security activities to ensure compliance with national, DoD, USAF, MAJCOM, and Intelligence Community (IC) directives. This role integrates multiple security disciplines-including personnel, physical, information, industrial, and cybersecurity-to protect sensitive programs and enable mission success.
Key Responsibilities
SAP Security Management & Oversight
- Plan, organize, and support direction of Advanced Programs Office security activities ensuring full SAP compliance with applicable regulations and directives.
- Serve as the focal point for SAP, SCI, and multi-discipline security matters across the Wing and subordinate units.
- Interpret, analyze, and apply SAP security policies to develop procedures aligned with DoD, USAF, IC, and MAJCOM requirements.
- Develop and implement new security processes where gaps exist to support evolving classified environments.
Program Protection & Compliance
- Develop, maintain, and submit Program Protection Plans (PPP) in accordance with DoDI 5000.83.
- Coordinate with DoD, Air Force, and organizational stakeholders to ensure secure operating environments across all SAP locations.
- Review and validate security classification guidance, including DD Form 254s, for accuracy and compliance.
Inspections, Surveys & Assessments
- Conduct initial and annual facility security clearance surveys to certify SAP facility suitability.
- Perform periodic and annual inspections of SAP facilities and subordinate units to ensure compliance with national and DoD standards.
- Document findings, develop corrective action plans, and track remediation efforts to closure.
Personnel Security & Access Management
- Administer SAP access processes for military, civilian, and contractor personnel, including ePAR submissions and nomination packages.
- Validate eligibility, ensuring all prerequisite documentation (e.g., PSQs and supporting forms) is complete and accurate.
- Oversee indoctrination processes and maintain electronic Personnel Information Folders (PIFs) in accordance with HHQ guidance.
- Manage SAP access databases, billet rosters, visit certifications, and access control lists.
- Identify and report adverse information in accordance with DoD and MAJCOM directives.
Security Training & Education (SETA)
- Develop and administer the Wing's Security Education and Training Program (SETA).
- Deliver briefings, training materials, and awareness programs to ensure personnel compliance with SAP security requirements.
Coordination & Program Support
- Coordinate security priorities, issues, and corrective actions with Wing leadership, program managers, and higher headquarters.
- Assist in workload planning, prioritization, and scheduling to support mission requirements.
- Monitor and support subordinate organizations to ensure effective execution of SAP security responsibilities.
Required Qualifications
- Minimum 2 years of experience as a CSSO and at least 1 additional year in general security disciplines.
- Active Top Secret/SCI clearance with eligibility for SAP, SAP Network, and NATO ACCM access.
- Demonstrated knowledge of SAP security policies and DoD/USAF/IC regulatory frameworks.
- Experience across multiple security disciplines (personnel, physical, information, industrial, cybersecurity).
Preferred Qualifications
- Experience supporting Wing-level or MAJCOM-level SAP programs.
- Prior involvement in inspections, compliance programs, or higher headquarters coordination.
- Strong ability to interpret policy and implement security procedures in complex environments.
