Position: Contract Special Security Officer (SSO)

Location: 25th Attack Wing (ATKW), Shaw AFB, SC

Position Overview

The Contract Special Security Officer (SSO) provides operational oversight and execution of the Wing's Sensitive Compartmented Information (SCI) and Special Access Program (SAP) security programs. Supporting the Wing Security Manager, the SSO ensures compliance with DoD, USAF, MAJCOM, and Intelligence Community (IC) directives across SCIFs, SAPFs, and associated facilities. The role integrates personnel, physical, information, and technical security disciplines to safeguard classified programs and enable mission success.

Key Responsibilities

SCI & SAP Security Program Support
  • Assist the Wing Security Manager in administering SCI security programs across Wing and subordinate unit SCIFs and SAPFs.
  • Interpret and apply security policies, procedures, and directives to support mission requirements and ensure compliance.
  • Maintain and implement SCI/SAP security documentation, including SOPs, Emergency Action Procedures (EAPs), and MOUs.
  • Support development of Wing-level security guidance, processes, and procedures where gaps exist.

Information & Material Security
  • Control, safeguard, transmit, transport, package, and destroy SCI in accordance with DoDM 5105.21 and applicable directives.
  • Ensure proper handling, storage, inventory, and accountability of classified materials.
  • Review classification guidance and assist with DD Form 254 validation for SCI/SAP contracts.

Personnel Security & Access Management
  • Administer SCI personnel security processes including nomination interviews, access validation, and investigative requests.
  • Conduct indoctrinations, debriefings, and recurring security briefings; maintain signed NDAs/NDS documentation.
  • Maintain personnel records and security folders for SCI/SAP/ACCM personnel.
  • Manage DISS (or successor system) entries, visit requests, foreign travel documentation, and clearance certifications.
  • Review and process derogatory information and assist in determining appropriate actions per DoD guidance.

Facility Security, Access Control & Badging
  • Manage SCIF/SAPF/SAPCA access control programs, including badge creation, accountability, and destruction.
  • Maintain access rosters, Alarmed Facility Access Authorization (AFAA), and badging systems.
  • Support alarm system administration and access control measures across secure facilities.

Accreditation, Inspections & Compliance
  • Assist in the preparation, submission, and maintenance of SCIF/SAPF/SAPCA accreditation packages (e.g., FFCs, diagrams, TEMPEST packages, accreditation requests).
  • Support inspections, self-assessments, and compliance reviews; track and report corrective actions.
  • Assist in reporting and investigating security incidents, unauthorized disclosures, and personnel security violations.
  • Support annual self-inspection programs and reporting requirements to higher headquarters (e.g., DIA).

Security Training & Awareness
  • Deliver SCI security briefings for newly assigned and indoctrinated personnel.
  • Develop and support ongoing security education and awareness programs.
  • Conduct required annual and biennial classification training (e.g., OCA and derivative classifiers).
  • Maintain training records and support unit-level security training programs.

Physical & Technical Security
  • Assist in implementing physical and technical security measures, including TEMPEST and TSCM requirements.
  • Support construction, accreditation, and operation of SCIFs and SAPFs in accordance with DoD, USAF, DIA, and AFOSI PJ guidance.

Coordination & Program Integration
  • Coordinate with Wing leadership, subordinate units, contractors, and external agencies on SCI/SAP security matters.
  • Support contractor security requirements and ensure compliance with contractual security obligations.
  • Assist in developing goals and priorities aligned with Wing, Air Force, and national security objectives.
  • Evaluate mission requirements and ensure appropriate security controls are integrated into new or evolving programs.

Required Qualifications
  • Minimum 2 years of experience supporting TS/SCI facilities , with at least 1 year in a security role .
  • Active Top Secret/SCI clearance with eligibility for SAP, SAP Network, and NATO ACCM access .
  • Working knowledge of SCI/SAP security policies and DoD/USAF/IC regulatory frameworks.
  • Experience supporting personnel, physical, and information security in classified environments.

Preferred Qualifications
  • Experience supporting SCIF/SAPF accreditation and facility management .
  • Familiarity with DISS and automated security tracking systems .
  • Experience with TEMPEST, TSCM, or technical security programs .
  • Prior experience supporting Wing-level or MAJCOM-level security programs .
