Introduction: ARServices is seeking a mid-level Technical Program Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA) Combat Support (CZ) Directorate. This role is ideal for experienced professionals with deep expertise in Countering Weapons of Mass Destruction (CWMD) and Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) domains who are passionate about supporting wargaming, strategic planning, and threat response efforts. You will contribute to DTRA CZ's leadership of Agency-wide wargaming initiatives, helping to synchronize CWMD mission activities, inform operations and investments, and align with National Defense Strategy priorities to maximize support for warfighting customers through tailored planning, execution, documentation, and event participation.

Position Description: The Technical Program Manager will serve as a key contributor on the A&AS team, providing expert support for CWMD and CBRNE wargaming integration, planning, execution, and results utilization. You will develop high-quality documentation and deliverables, participate in wargaming events, working groups, interagency activities, and mission initiatives, while assisting with assessments, synchronization of DTRA's CWMD efforts, and strategic insights to enhance Agency readiness and response to emerging threats.

Location & Travel: This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with travel required for wargaming events, working groups, and related activities (both domestic and potentially international).

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
  • Provide knowledgeable support in Countering Weapons of Mass Destruction (CWMD), including planning assistance and assessments to more effectively synchronize DTRA's CWMD mission.
  • Assist with planning support and assessments for CWMD wargaming events, working groups, and problem-solving activities.
  • Confer with managers and stakeholders to obtain additional information, interpret policies and procedures, and address changes in wargaming requirements, planning, execution, and documentation.
  • Prepare reports, documentation, and deliverables related to wargaming options, integration strategies, and utilization of results.
  • Develop highly tailored documentation, after-action reports, and strategic products to support wargaming outcomes and mission integration.
  • Participate directly in wargaming events, interagency working groups, and DTRA CZ mission initiatives to facilitate execution and capture insights.
  • Support the development and maintenance of strategic trends analysis, emerging threat assessments, and recommendations to inform DTRA operations, activities, and investments.
  • Coordinate with internal and external stakeholders to ensure alignment with National Defense Strategy priorities and warfighter needs.
  • All other duties as assigned.
Security Clearance Requirement: Active/current Top Secret/SCI (TS/SCI) Security Clearance.
Required Qualifications:
  • Bachelor's degree required.
  • A minimum of 8+ years of relevant professional experience in defense, national security, or CWMD/CBRNE-related fields.
  • Demonstrated expertise in wargaming, strategic planning, or counter-WMD mission support.
  • Strong analytical, writing, and communication skills with experience preparing high-level reports and documentation.
  • Ability to work collaboratively in a fast-paced, interagency environment.
Desired Qualifications:
  • Experience supporting DTRA, DoD, or interagency wargaming or CWMD programs.
  • Knowledge of the National Defense Strategy, Combatant Command priorities, or emerging CBRNE threats.
  • Prior military, government, or contractor experience in strategic planning, exercises, or threat assessment.
  • Advanced degree (Master's or higher) in a relevant field such as international relations, national security, or defense policy.
