Zachary Piper Solutions is seeking a Lead Cyber Engineer / Information Systems Security Manager (ISSM) to support the Department of the Air Force Integrated Fires Command and Control (DIFC2) program. This role serves as the cybersecurity subject matter expert, leading RMF execution, ATO activities, and secure architecture efforts for mission-critical space and command-and-control capabilities. The position supports the Horizon program and works closely with government leadership, Space Systems Command, and technical stakeholders.

Work Environment:
- On-site in Reston, VA supporting a classified Air Force program with close integration with government program offices and engineering teams.
Responsibilities:
- Serve as the program Information Systems Security Manager (ISSM), executing the full Risk Management Framework (RMF) lifecycle.
- Lead cybersecurity design and implementation across complex, multi-domain systems.
- Manage all Authority to Operate (ATO) activities, including control selection, artifact generation, and evidence tracking in XACTA 360.
- Author and maintain security documentation including SSP, SAP, SCTM, POA&M, and supporting RMF artifacts.
- Develop and execute a continuous monitoring strategy and coordinate remediation activities with government and development teams.
- Define security boundaries, inheritance strategies, and integration approaches for prototype systems transitioning to operational environments.
- Provide cybersecurity engineering guidance for cloud-based development and operational platforms.
- Advise program leadership on cyber risk, system readiness, resiliency, and availability through regular briefings.
- Lead and mentor cybersecurity engineers and ISSO personnel.
- Support secure architecture efforts including cryptography, system integration, cross-domain solutions, and supply-chain security.
Qualifications:
- Bachelor's degree with 14+ years of experience; or Master's degree with 12+ years; or PhD/JD with 9+ years of relevant experience.
- 6+ years of experience in cybersecurity, ISSM, or ISSO roles within DoD, SAP, or SCI environments.
- Strong experience with RMF, ATO processes, vulnerability assessment, and secure system engineering.
- DoD 8140 / 722 ISSM-Intermediate certification (e.g., CGRC/CAP, CASP+, CCSP, Cloud+, SSCP, Security+, or GSEC).
- Experience supporting technical programs throughout the software engineering lifecycle.
- Active Top Secret clearance required with SCI eligibility and willingness to consent to a polygraph.
Preferred:
- Advanced DoD 8140 / 722 certification (e.g., CISSP, CISM, CISSP-ISSMP, GSLC, GCIH, GCIA).
- Experience scaling prototype systems into enterprise operational capabilities.
- Background securing space mission systems, C2 platforms, or cloud/DevSecOps environments.
- Knowledge of secure SDLC, configuration and change management, and enterprise cyber monitoring tools.
- Experience applying secure coding practices and supporting application development efforts.
Compensation:
- Pay range: $170,000 - $220,000 (Based on years of relevant experience)
