Job Summary
The Contractor Program Manager (CPM) provides overall management, coordination, and oversight for contractor support to Air Force Survival, Evasion, Resistance, and Escape (SERE) training programs. This role serves as the primary point of contact between the contractor workforce and Government leadership, ensuring contract requirements are executed in accordance with the Performance Work Statement (PWS), approved Programs of Instruction (POIs), and applicable directives.
The Program Manager is responsible for coordinating personnel, resources, scheduling, reporting, and operational support functions necessary to sustain high-risk training operations. This position ensures contractor personnel maintain required qualifications, adhere to safety and operational standards, and effectively support the mission of preparing military personnel to survive, evade, resist, and return with honor. This role requires strong leadership, organizational discipline, and the ability to operate effectively in a structured military training environment supporting high-tempo course operations
Responsibilities
• Serve as the primary contractor point of contact for Government leadership and the Contracting Officer’s Representative (COR) for all contract performance matters
• Provide overall management and coordination of contractor personnel supporting SERE training programs
• Ensure all contract requirements outlined in the Performance Work Statement (PWS) are executed effectively and in accordance with applicable directives and training guidance
• Manage contractor staffing, scheduling, and workforce readiness to support concurrent or consecutive course iterations
• Monitor contractor personnel qualifications, certifications, and required training to ensure compliance with program standards
• Coordinate with Government leadership and instructor cadre to ensure contractor support functions align with training requirements and operational needs
• Oversee contractor compliance with safety procedures, operational risk management standards, and applicable policies
• Prepare and submit required reports, documentation, and administrative deliverables associated with contract performance
• Support transition, onboarding, and continuity of operations for contractor personnel as required
• Maintain clear communication with Government stakeholders regarding performance, operational support, and contract execution matters.
Required Qualifications
• Active SECRET clearance
• Minimum of 5 years of experience in program management, project management, or operational leadership within a military training, Department of Defense, or comparable operational environment
• Experience managing personnel and coordinating operational support activities in structured training or mission support programs
• Demonstrated organizational, leadership, and communication skills necessary to manage contract personnel and support high-tempo operational environments
• Experience coordinating activities between contractor personnel and Government leadership
• Ability to support extended duty days and non-standard work schedules as required by training cycles.

Desired Qualifications
• Prior experience supporting SERE training programs or Department of Defense personnel recovery training environments
• Experience managing contractor personnel supporting military training programs
• Experience supporting high-risk training environments or austere operational training events
• Familiarity with SERE training programs, course structures, or training support requirements
• Experience managing contract performance requirements and supporting Government oversight processes
• Experience supporting Full Spectrum Level C (High Risk of Capture) SERE training as an instructor.
