As a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) at the GS-0201-12/13 some of your typical work assignments may include:
  • Advises management officials and employees in matters pertaining to disciplinary and adverse actions, performance management issues, grievances, and leave, and prepares documents such as reprimands, proposed discipline, and adverse actions.
  • Analyzes regulations and administrative instructions pertaining to all phases of grievances, appeals, and adverse/discipline personnel actions, and provides advice to managers who make decisions on grievances and actions associated with appeals.
  • Provides advice, counseling, and technical guidance to employees and serviced organizations concerning their responsibilities, rights, and the procedures under various avenues of discipline, adverse actions, and dispute resolution.
  • Applies analytical methods to identify, evaluate, and recommend appropriate actions to resolve complex labor relations problems, and may serve as an Agency Representative or technical advisor in third-party hearings.
  • Provides advisory services and recommendations on a variety of Employee Relations (ER) topics to management, legal staff, and employees concerning all aspects of employee relations management.

Qualifications

You may qualify at the GS-12 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Assisting in providing advisory services on employee relations matters, such as disciplinary actions, performance issues, and grievances. This includes researching and applying relevant regulations, such as the Code of Federal Regulations (CFR), to support senior specialists
  • Drafting documents for routine disciplinary and performance-based actions under guidance
  • Providing information to employees and managers on established procedures for appeals and dispute resolution.
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:

B. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Independently providing advisory and consultative services to management on a wide range of complex employee relations issues, including disciplinary and adverse actions, performance-based actions, grievances, and appeals. This includes interpreting and applying laws such as the Code of Federal Regulations (CFR) and United States Code (USC) to analyze case facts and recommend courses of action to senior management
  • Preparing legal and administrative documentation for complex or sensitive disciplinary actions
  • Providing authoritative technical guidance to all levels of management and employees on their rights and responsibilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
