Description
Vistra is seeking an experienced Joint Cyberspace Operations Planner II. This position will support the United States Cyber Command (USCYBERCOM) Joint Operations Center (JOC) and Special Programs with professional services and operational readiness for the USCYBERCOM mission. The Joint Cyberspace Operations Planner II will provide current operations planning, Incident/Crisis/Contingency Response support, partnership and integration support, readiness planning support, mission assurance support, emergency management and Command Continuity of Operations (COOP) planning support, System and COP Integration support, and Technical Report - Study / Services.

DUTIES AND RESPONSABILITIES:
The Joint Cyberspace Operations Planner II will have the following duties and responsibilities:
- Transmission, receipt, and tracking of all in and outbound official message traffic and orders.
- Provide support to include extended workday (more than eight hours per day) during exercise or crisis contingency operations, estimated five to ten times per year.
- Monitor and review strategies, doctrine, policies, directives, and instructions from higher echelon headquarters and make recommendations to ensure compliance and/or consideration in planning efforts.
- Develop plans and orders through the application of operational art and operational design, and by using the Joint Planning Process (JPP), within the milestones, deliverables, and interaction points for plans developed using Adaptive Planning and Execution (APEX) activities.
- Review draft orders for adherence to USCYBERCOM orders coordination and release procedures, provide feedback to Action Officers, assist in coordinating drafts and approvals.
- Train USCYBERCOM personnel on the orders coordination process on a recurring basis to include Orders Coordination Training, Mission Assurance, Emergency Management, and COOP).
- Provide input to briefings, transitioning concepts to execution, and assisting in the coordination of joint operational planning in support of combat, and contingency plans and operations initiatives with USCYBERCOM staff elements and components, Combatant Commands (CCMDs), U.S. Government Agencies, and facilitate resolution that may span multiple areas of responsibility.
- Provide input for the development of concepts of operations (CONOPs), Courses of Action (COA), and documents related to cyberspace operations planning and execution.
- Participate in Joint Planning Groups, Operational Planning Groups/Teams, and Working Groups to capture and ensure Current Operations equities are met.
- Develop and maintain a tracking system/database of all orders.

- Developing tactics, techniques, and procedures (TTPs), CONOPs, COAs, and other related documents related to cyberspace operations.
- Conducting research of current and emerging threats to U.S. Critical Infrastructure and Key Resources (CIKR) and development of courses of action to defend and protect resources.
- Joint Planning Groups (JPGs), and Operational Planning Groups/Teams (OPG/OPTs).
- Training personnel on DoD planning and orders process.
Desired:
- Minimum of three (3) years of experience in developing recommendations and COAs to solve complex cybersecurity problems to include:
- Coordinating network defense operations with DOD Component Commands/Services/Agencies/Field Activities, Intelligence Agencies, Law Enforcement, and U.S. Government organizations. Experience performing research and analysis of cybersecurity capabilities to satisfy data protection requirements.
- Demonstrating expertise on the lifecycle of the network threats, attack vectors and methods of exploitation, the utilization, configuration, and implementation of industry capabilities including web content filters, email security capabilities, Intrusion Detection System, Intrusion Prevention System Security Event and Incident Management, Domain Name System security practices, advanced log analysis, network monitoring, network proxies, firewalls, and Access Control Lists, malware analysis reports, and alerts regarding potential malicious activity.
- Coordination and support on cyber-related incidents and issues to include Malware Analysis Reports, Alerts regarding potential malicious activity, and Suspicious Contact Reports.
