Job Description
We are seeking a Portfolio Manager to support the Defense Intelligence Agency (DIA) CIO, CIO-5 Acquisition Management Team (Post Award). This position provides senior-level portfolio oversight and financial analysis across CIO-funded contracts and task orders, extracting and reconciling ceiling and funding data, identifying trends and risks, and producing data-driven reports and dashboards that enable informed decision-making by CIO senior leadership.

Responsibilities
- Extract and reconcile ceiling and funding data from large, multi-million-dollar IDIQ contracts and task orders using CMS reports, identifying trends in ceilings and funded allocations across multiple contracts to highlight potential risks and inform portfolio-level decisions
- Produce dashboards and reports detailing fund usage against ceilings and unusual trends, monitor funding execution using spreadsheets and pivot tables, and provide comprehensive portfolio reporting to enable senior leaders to make informed decisions
- Track expiring contracts and task orders, identifying approaching end dates, options, follow-on opportunities, and recompete needs to support proactive portfolio planning and acquisition lifecycle governance
- Conduct post-award data consolidation, analysis, and visualization of CIO contract/task order monthly financial reporting, including contractor burn rate analysis to highlight areas of potential programmatic or financial risk
Required Qualifications
- Active TS/SCI clearance (CI Poly preferred)
- Minimum 8 years of experience in portfolio management, acquisition management, financial analysis, or a closely related field within the DoD or Intelligence Community, with at least a portion of that experience within the last 2 years
- Master's degree in Business Administration, Finance, Acquisition Management, Project Management, or a related discipline from a college or university accredited by an agency recognized by the U.S. Department of Education; OR a Bachelor's degree in a related field plus an additional 5 years of related senior experience (13 years total) may be substituted in lieu of a Master's degree
- In-depth knowledge of post-award contract and financial management for IDIQ contracts and task orders, including ceiling tracking, funded allocation analysis, and burn rate monitoring
