Duties

DUTY 1: Security SME for Sole Department of Defense (DoD) Organization Responsible for Nuclear Treaty Monitoring Worldwide: On a rotational basis serves as Section Chief for Information Security, Physical Security and/or Personnel Security.

DUTY 2: Security Education and Training Awareness: Oversees quarterly presentation of the USAF Initial Security Training and annual refresher training for all assigned and permanent party personnel to include contractors.

DUTY 3: Classification Management/Foreign Disclosure: Protects classified material. Demonstrates sound security practices for ensuring the safeguarding of classified and sensitive information and technology.

DUTY 4: Exercises supervisory personnel management responsibilities.

DUTY 5: Performs financial analysis duties through the Center's budget process for special security-specific purchases/requirements in support of security programs.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a variety of security programs that are necessary to provide advice and assistance to subordinate units, DoW components, industry partners, and Center assets in a variety of environments and locations. Familiarity with Air force contracting policies, procedures, and management of contracts is paramount for success. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery knowledge of Federal, DoD, Air Force and other applicable laws, regulations, principles, procedures, practices, techniques and requirements regarding physical security, information security, operations security, personnel security, SCI, special access programs, classification/declassification and all other aspects of security related to the accomplishment of a classified mission.

2. Ability to lead, direct, manage, organize and supervise a diverse team of military and civilian employees in planning, executing, evaluating and correcting deficiencies for an over-arching security program supporting a complex worldwide nationally significant mission.

3. Ability to plan and implement programs, practices, procedures and techniques to ensure security in a large and multi-faceted organization, including instilling a security culture among the diverse workforce.

4. Ability to make, with little or no supervision, sound and cogent decisions and authoritative judgments regarding security aspects of mission accomplishment.

5. Ability to effectively communicate, both orally and written, with supervisors, subordinates, co-workers and outside organizations and develop effective working relationships at the senior-leader/executive level.

6. Ability to function in and lead a security function in a complex and high-demand environment, to include developing/instituting policies/procedures, providing clear and effective direction to subordinates, up-channeling vital information to decision makers, delegating tasks, evaluating and correcting deficiencies and integrating security practices into operations and activities.

CONDITIONS OF EMPLOYMENT CONTINUED:
  • SPECIAL SENSITIVE: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs(SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • DRUG TESTING: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • KEY POSITION: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDI 1200.07, Screening the Ready Reserve)".
  • MISSION ESSENTIAL: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020.42, Defense Continuity Plan Development."
  • Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within two years of the established employee entry on duty or initial assignment date to this position in accordance with DODM 3305.13 and DAFI 36-2645, Security Professional Certification and Development.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
