Duties

1. Performs professional mechanical engineering work involving the application of electrical, mechanical and/or other engineering disciplines to determine and support the intelligence production and cyber operations needs of customers through the acquisition, development and/or sustainment/modernization of facility and infrastructure systems, sub-systems, support systems, equipment items or an equivalent product.

2. Serves as an engineering consultant and technical expert to senior officials, intelligence and cyber specialists, program managers, and/or other agency representatives. Initiates and provides expert technical direction, management and administration for assigned engineering programs and projects. Serves as a technical expert for the organization and provides status and advisory services to superiors on problems, issues and projects in assigned program areas.

3. Performs complex and comprehensive analyses and uses systematic, disciplined and quantifiable approaches to implement, develop and document solutions and/or projects to address short and long range requirements for repair, upgrade, replacement or installation of complex and major mechanical and mission critical facilities systems, equipment, etc.

4. Keeps abreast of emerging technologies and participates in working groups and prepares correspondence, briefings, specifications and other documentation relevant to assigned projects. Interacts with the program's/project's design and development specialists through a variety of ways, including participation in: Integrated Product Teams, Construction Reviews, Analysis of Alternatives studies, Steering/Working Groups, Technology Reviews, Design Charrettes, Design Reviews, Intelligence Support Working Groups and other forums as appropriate.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in multidisciplinary mechanical engineering, electromagnetism, mathematics, physics, thermodynamics, contracting, construction methods, building systems, building science, facility operations and maintenance concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, research, execution, and advisory services; knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques; expert knowledge of mechanical engineering practices and procedures as they pertain to sustainment, modification, modernization, and construction management principles, concepts, policies, and systems to execute significant projects which represent an important segment of the agency's operating program. Knowledge of the principles of planning and program management to execute significant projects which represent an important segment of the agency's operating program, knowledge of other engineering disciplines, technical design and development project work, and standard acquisition regulations, practices, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional mechanical engineering concepts, principles and practices and extensive familiarity with mission critical facilities engineering disciplines and architecture; a broad range of engineering and construction standards, methods, practices and techniques, materials and equipment to ensure work is in compliance with regulations and standards; and the operations, products, services, needs and goals of O&M programs and assigned organizations and related customers, functions, resources and users.

2. Knowledge of standard contracting regulations, practices and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds sufficient to provide technical advice and direction in support of facilities and infrastructure systems, subsystems and/or support equipment.

3. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.

4. Ability to apply engineering, methodologies, principles and concepts to accurately identify facility and infrastructure requirements or shortfalls in support of intelligence facilities, systems, subsystems and/or support equipment to determine potential courses of action, provide technical advice and direction and/or recommend solutions to satisfy open requirements and resolve shortfalls.

5. Ability to devise and evaluate criteria, parameters, characteristics and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble and analyze facts, form conclusions and devise and recommend solutions to problems.

6. Ability to quickly assimilate disparate data; render knowledgeable and accurate assessments of the implications of such data and make decisions, estimates and recommendations under conditions of urgency and competing resources based on mature judgment and experience and present and/or defend a position effectively.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
