Duties

  • Assists in the implementation and administration of the information security program for the organization.
  • Participates in the evaluation and monitoring of contractor(s) security programs.
  • Implements and administers the personnel security program for the organization.
  • Implements security education programs.
  • Exercises supervisory personnel management responsibilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GENERAL EXPERIENCE: Applicants must have at least one (1) year (52 weeks) or will have one year within 120 days of closing of this announcement at least 3 years, 1 year (52 weeks) of which was equivalent to the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. General Experience is described as experience demonstrating the ability to: assist with the responsibility providing a variety of specialized technical, data analytic, and administrative support in the performance of investigative and law enforcement tasks. Developing, evaluating, maintaining, and/or operating systems, policies, devices, procedures, and methods used for safeguarding information, property, personnel, operations, and materials. Assists in the development of classification guidance, document marking, safeguarding, and use; personnel access controls; need to know criteria; physical storage and control; and transmitting, transferring, reproducing, downgrading, and destroying information. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully completed a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of security specialties, concepts, principles, criteria, requirements, technology, and practices.
2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.
4. Ability to communicate orally and in writing, clearly, concisely, and accurately.
5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

Ideal Candidate: The ideal candidate is a proactive and detail-oriented security professional with a comprehensive understanding of information, personnel, and industrial security programs. They are skilled in not only implementing and administering these programs but also in critically evaluating their effectiveness and recommending improvements. This individual must be an excellent communicator, capable of conducting training, delivering briefings, and collaborating effectively with military personnel, civilian employees, and contractors. The ideal candidate will be a self-starter who can work independently to solve complex problems, manage multiple tasks, and ensure compliance with all security directives in a cooperative team environment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
