This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Requires a minimum of an associate's degree in a technical area or has worked at least 10 years full-time as a facility manager, engineering technician or related field. - This work requires technical professional knowledge of the principles, concepts, and methods of facility management, engineering design and construction profession, and must be able to apply this knowledge in difficult and complex technical work assignments. - Specific technical knowledge of HVAC, electrical power, UPS and data center systems supporting infrastructure intensive ISR facilities is required and must be able to apply this knowledge in difficult and complex technical work assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Technical and practical knowledge of facility-related engineering concepts, methods, principles, building codes, facility criteria, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc) and construction practices and procedures.
2. Technical knowledge of facility operations, facility management programs and related engineering concepts, principles, and practices.
3. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions.
4. Knowledge of standard contracting regulations, practices, and procedures.
5. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements.
6. Knowledge of management and environmental principles, practices, procedures, laws, regulations, and current legislative issues.
CONDTIONS OF EMPLOYEMENT CONT.Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. - Performs a wide range of facility management duties to ensure successful maintenance, repair, upgrade and operation of a variety of extremely technical infrastructure and intelligence facilities by managing facility and engineering programs that guarantee mission accomplishment.
- Plans, coordinates, authorizes, directs and manages all aspects of facility engineering programming, planning and design for substantial multi-phase new construction, renovation, UPS, and improvement projects for a variety of high technology real property facilities, including utility, electrical, mechanical, maintenance systems, site development and space management projects ensuring timely weapon system beddowns.
- Coordinates construction projects with architects, engineers, contractors, end-users and construction agents in a variety of disciplines, performs site inspections, and ensures new facility construction complies with designs and enhances mission execution.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
