General Function:
Strategic Leadership:
- Lead company‑wide workforce planning aligned with long‑term business strategy and financial objectives.
- Partner with the CEO and executive team to drive organizational transformation, including digital, cultural, and structural change.
- Develop and implement HR strategies that align with the company's mission and objectives. Collaborate with senior leadership to support the organization's vision and culture.
- Serve as a strategic advisor to the Board of Directors on human capital strategy, succession, culture, and workforce risk.
- Translate business priorities into a coherent people strategy with measurable outcomes.
- Maintain knowledge of industry trends and employment legislation updates (including Federal regulations) related to employment practices in each state where employees are located.
- Lead change management efforts related to organizational restructuring or growth.
- Collaborate with department heads to address staffing needs and workforce challenges.
- Oversee performance management systems and succession planning initiatives.
- Guide leadership development and training programs.
- Oversee HR technology systems and ensure data integrity and security.
- Develop and provide recommendations for the Benefits Strategic Plan.
- Lead a total rewards strategy that supports business goals, pay equity, and market competitiveness.
- Modernize benefits offerings to support wellbeing, flexibility, and financial health.
- Ensure compensation governance, transparency, and compliance across company locations.
- Ensure pay equity and compliance with wage regulations.
- Create and enforce HR policies and procedures that promote a positive work environment and ensure compliance with legal and regulatory requirements.
HR Operations Management:
- Lead and oversee all HR operations including talent acquisition, employee relations, compensation, benefits, performance management, training and compliance with labor laws.
- Develop and manage HR budgets and resource allocation.
- Oversee and manage the administration of benefit programs including health, dental, vision, retirement plans, life, disability, professional development.
- Hire, mentor and evaluate HR and Recruiting team members to foster a high performing culture through effective leadership and people management.
Talent and Leadership Development:
- Own CEO and executive succession planning, ensuring robust leadership pipelines and readiness plans.
- Build a comprehensive leadership development architecture that strengthens capability at all levels.
- Establish future‑skills strategies, including upskilling, reskilling, and internal mobility frameworks.
- Implement talent assessment processes that identify, develop, and retain high‑potential employees.
Employee Relations and Engagement:
- Define and measure cultural health using clear KPIs tied to leadership accountability.
- Design and oversee the end‑to‑end employee experience, including onboarding, career pathways, and key moments that matter.
- Strengthen manager capability to create consistent, high quality employee experiences.
- Oversee employee relations programs to ensure a positive, compliant, and productive work environment.
- Provide guidance to managers on conflict resolution, disciplinary actions, and performance improvement plans.
- Investigate and resolve workplace complaints in accordance with company policy and legal requirements.
- Ensure compliance with federal and state employment laws, including anti-harassment and anti-discrimination regulations.
- Develop and implement policies that promote fairness, consistency, and employee engagement.
- Promote and develop programs that enhance employee engagement and retention.
Data Analysis:
- Utilize HR metrics and analytics to assess the effectiveness of HR initiatives and make data driven recommendations and decisions to improve organizational performance.
- Establish responsible AI governance for talent acquisition, performance, and workforce decisions.
- Partner with the CFO on workforce cost modeling, productivity analysis, and labor investment decisions.
Communications:
- Oversee internal communications strategy to ensure clarity, alignment, and transparency across the company.
- Lead communication efforts during transformation, crisis, and major organizational changes.
- Strengthen leadership communication capability at all levels.
Compliance:
- Ensure full compliance with federal contractor requirements, including OFCCP regulations, Affirmative Action Plans (AAP), EEO/VEVRAA obligations, and annual EEO-1 reporting.
- Maintain accurate record-keeping and required postings; oversee internal audits and prepare for external compliance reviews.
- Monitor and implement changes to labor laws, and executive orders affecting employment practices.
- Develop and enforce policies for nondiscrimination, reasonable accommodation, and veteran/disability hiring initiatives.
- Serve as liaison with regulatory agencies and manage responses to audits or investigations.
- Ensure compliance with ISO record-keeping procedures for all Human Resources and Recruiting processes/procedures as applicable, labor laws, regulations, and internal policies.
- Participate in internal and external ISO audits.
- Ensure HR processes are audit-ready and meet ISO documentation standards.
Qualifications:
Education/Certifications/Experience/Skills:
- BS/BA degree preferred in related field. A Master's degree in Human Resources, Business Administration, or a related field is preferred.
- SPHR certification is preferred.
- Minimum of 10-15 years' experience in Human Resources with at least 5 years in a senior leadership role at a government contracting company of similar size.
- In depth knowledge of HR software and tools, specifically UKG Pro, and ERI.
- Strong leadership, management, communication and interpersonal skills.
- Proven ability to develop strategic HR initiatives and manage complex situations.
- Proven track record of implementing HR strategies that drive business results.
- In-depth understanding of labor laws, HR best practices and current trends.
- Strong ethical standards and high level of integrity with a sensitivity to confidential matters being required.
- Proven ability to develop and maintain effective working relationships at all levels of the organization as well as clients and vendors.
- Strong computer and research skills.
- Possession of excellent organizational and time management skills.
- Unwavering commitment to quality and superior customer and employee engagement.
- Strong written and verbal communication skills.
