This position has a Selective Placement Factor. If applying for the GS-0819, Professional Environmental Engineering Series, you must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing Environmental Restoration guidance, advice, and assistance to installations; 2) Providing administration, coordination management, and updating of Command's Environmental Restoration Program budget and technical databases (e.g., NORM, Naval Installation Restoration Information Solution (NIRIS), various Geographic Information System (GIS) systems); 3) Planning, supervising, inspecting, and advising on the more complex work assignments; 4) Preparing detailed cost estimates for use in obtaining project and overall activity-wide Environmental Restoration program funding; 5) Effectively discuss and resolve issues with people representing various organizations.

- You will lead and manage projects under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) as related to Environmental Restoration at various contamination sites.
- You will identify program funding needs and must accurately manage/track fund execution.
- You will conduct internal environmental reviews of contamination sites at installations to include deficiencies, recommendations, corrective actions, and follow up support.
- You will confer with other Federal and state regulatory/enforcement agencies to discuss environmental restoration and pollution control standards, and remedial actions (proposed or already in progress) needed to conform with such standards.
