Summary:
FRDA is seeking a Recruitment and Human Resources Officer in support of headquarters, project, and proposal recruitment. This role will support our US government clients and will be responsible for leading strategic recruitment, developing recruitment pipelines, and implementing a responsive and ready recruitment process as well as provide general HR support. This role requires understanding and familiarity with US government recruitment processes.
The position will be based in the Washington, DC area but remote is possible for the right candidate.
Primary Duties and Responsibilities:
Recruitment & Talent Acquisition
Manage full lifecycle recruiting, including requisition creation and approval, sourcing, screening, interviewing, selection support, offer coordination, onboarding support, and documentation/reporting.
Develop and implement a responsive project recruitment process that addresses client-specific needs and can handle high-volume recruitment of long-term and short-term staff.
Lead strategic recruitment efforts including supporting the development of sourcing and retention strategies.
Develop and execute recruitment strategies in partnership with hiring managers and business development leaders to attract and retain qualified candidates while building sustainable talent pipelines.
Support hiring managers on recruiting processes and ATS/HRIS usage.
Report out on recruitment data to proactively provide status updates on individual roles and snapshots of overall project recruitment.
Communicate regularly with hiring managers and client stakeholders to understand unique talent needs and continually improve recruitment processes to serve the project.
Ensure compliance of recruitment process with organizational, state, and federal employment regulations.
Human Resources
Serve as the point of contact for the onboarding and orientation of new hires.
Support cross-functional HR initiatives including labor classification, compensation alignment, workforce development, and audit readiness.
Respond to inquiries related to benefits and ensure HR files are accurate and current.
Minimum Qualifications:
Bachelor’s degree in human resources, international development, or related field. Experience and/or recruitment certifications may be used in lieu of a degree.
A minimum of five (5) years of experience in full, life cycle recruitment, research, sourcing, interviews, and offer negotiation within the USG, defense, and military sectors.
Demonstrated experience working with multiple hiring managers/teams at once while developing and maintaining excellent relationships and open communication.
Knowledgeable of trends in innovating recruitment techniques, particularly with a focus on recruiting cleared talent.
Experience balancing and following through on a variety of open positions across multiple disciplines and technical areas.
Excellent verbal and written communication skills, ability to communicate professionally and appropriately with different audiences.
Familiarity with interview and applicant screening best practices.
Demonstrated experience ensuring intentional inclusion in staffing practices are adopted and followed by hiring teams.
At least an active secret security clearance.
Preferred Qualifications:
Prior HR experience.
Experience using Paylocity.
Military experience or experience developing/supporting military and Veteran recruitment strategies.
