POSITION OVERVIEW
STi is seeking an Agile Technology and Innovation SME to support CBP’s Office of Field Operations (OFO) under the Enterprise Business Management Support Services contract. This role will help identify, prototype, and implement innovative technology solutions that reduce administrative burden, improve operational efficiency, and enhance mission execution across OFO.
The ideal candidate combines agile delivery experience, human-centered design, innovation strategy, and pilot execution expertise within DHS or comparable Federal environments. This role is especially suited for a candidate who has led rapid prototyping efforts, innovation pilots, workflow automation initiatives, or technology modernization efforts supporting operational users.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsibilities include:
• Lead agile technology strategy efforts in support of OFO modernization and operational improvement initiatives.
• Apply human-centered design practices to assess user needs, prototype solutions, and improve adoption of innovative tools and services.
• Identify opportunities to deploy emerging technologies that improve lawful trade and travel operations while reducing administrative burden on officers and staff.
• Plan and execute pilot initiatives to validate new tools, digital workflows, and technology-enabled business improvements.
• Support rapid prototyping and implementation of innovative solutions, including workflow automation and robotic process automation (RPA) where appropriate.
• Collaborate with operational stakeholders, leadership, and mission support teams to define requirements and prioritize innovation opportunities.
• Develop implementation roadmaps, pilot evaluation criteria, lessons learned, and recommendations for scaling successful solutions.
• Support digital content, communications, and engagement strategies that improve transparency, stakeholder awareness, and solution adoption.
• Prepare executive briefings, presentations, concept papers, and modernization recommendations for Government leadership.
• Help bridge operational needs with technical solutions in a manner that is practical, user-focused, and aligned to OFO mission priorities.
MINIMUM QUALIFICATIONS
U.S. Citizenship required. Active TS/SCI required.
• Bachelor’s degree in information systems, business, public policy, engineering, design, management, or related field; equivalent experience may be considered
• Minimum 5 years of experience delivering solutions within DHS
• Demonstrated experience leading agile technology strategy projects
• Experience using human-centered design methods to prototype and implement innovative solutions
• Experience leading at least five pilot projects
• Experience supporting workflow modernization, automation, digital transformation, or technology-enabled operational improvements
• Strong communication and stakeholder engagement skills with ability to present technical concepts to non-technical audiences
PREFERRED QUALIFICATIONS
• Prior CBP experience preferred
• 10+ years of experience delivering solutions to the Federal Government
• Experience with robotic process automation, process digitization, or operational workflow automation
• Experience delivering digital media content and engagement strategies within DHS environments
• Experience supporting operational end users in law enforcement, border security, trade, travel, or mission support contexts
• Familiarity with data visualization, user research, innovation governance, and pilot-to-scale implementation approaches
WORK ENVIRONMENT
• Primary places of performance are Sterling, VA and Washington, DC
• Work supports a high-visibility DHS mission environment with coordination across OFO Headquarters and field stakeholders
• Some travel may be required depending on pilot activities, stakeholder sessions, or implementation support needs
