Summary

The Principal Investigator (PI)/ Project Manager (PM) supports the Office of Naval Reserach (ONR) sponsored Distributed Open Ocean Mission Reheasal (DOOMR) Technical Candidate and Future Naval Capabilities (FNC) programs. A series of focused test events will be conducted and culminated in an end of fiscal year Fleet Synthetic Training Research Development Test and Evaluation (FST RDT&E) event utilizing the Naval Simulation Center Pacific (NSCPAC). The end-state of the On Demand LVC Training Capability line of effort is designed to support DOOMR FNC and set the Science and Technology (S&T) foundation to realize Fleet LVC Use Case: Forward Deployed Sustainment and Mission Rehearsal. It includes the associated project management along with computer and systems engineering support.
Impact

Your work strngthens the On Demand Live-Virtual-Constructive (LVC) Training Capability that was initially developed by HII Mission Technologies Corp. (MTC) as a Science and Technology (S&T) line of effort under an ONR Technical Candidate program to address a Fleet LVC requirement. This effort continues the work under ONR contract WholeShip End to End (E2E) Warfare Training and Assessment, with research, development, test, evaluation, and integration of an On Demand LVC Training Capability scenario distribution service, inspired by commercial multi-player online game portal technology, to enable pier-side and deployed ship forces to "pull" LVC training 24/7 vice shore training infrastructure "push" LVC scenario delivery. The scenario library is used to support S&T testing and integration during Focused Test Events (FTE) and Fleet Synthetic Training Research, Development, Test & Evaluation (FST RDT&E) events, and is aligned with Unit Level Basic Phase Training and Unit Level Advanced Training objectives.

What you will do

  • Oversee and manage the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
  • Conduct applied research, design, development, test, and integration of a prototype with shipboard embedded training systems to conduct the following: FTE and FST RDT&E events, as applicable, to experiment with the On Demand LVC Training Capability to deliver Navy Continuous Training Environment (NCTE) capabilities, in support of LVC, FST shore-based events, and future transition to DOOMR.
  • Manage software engineering research, development and testing of the On Demand LVC Training Capability based on verbal feedback from end-users, SMEs, and other notable stakeholders during test events conducted at NSCPAC.
  • Support Advanced Technology Development (ATD) development, testing, integration with shipboard embedded training systems, and conduct FTE and FST RDT&E eventsto experiment with approaches to
    deliver the On Demand LVC Training Capability in support of DOOMR, LVC training, and FST at sea.


What you must have

Education & Experience (One of the following)
  • 2 years relevant progressive experience with Masters in related field
  • 4 years relevant progressive experience with Bachelors in related field;
  • 8 years relevant progressive experience with a High School Diploma or equivalent
Credentials
  • U.S. citizenship
  • Active SECRET security clearance
Background & Technical Knowledge
  • Familiarity with research, development, or training programs within DoD, federal agencies, or academic institutions
  • Expereience with modeling & simulation and U.S. Navy Embedded Training Systems (ETS)
  • Strong communication, organizational, and documentation skills
  • Ability to support remote, CONUS, or OCONUS program activities as required


Preferred Qualifications

  • Experience collaborating with government stakeholders, research centers, or training centers
  • Advanced education or certifications such as Project Management Professional (PMP)


Physical Requirements

Job performance may require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
