Overview

NATIONAL SECURITY ANALYST (EPA):

Bowhead seeks a Temporary National Security Analyst to support the National Security Emergency Preparedness Program contract in Washington, DC. The National Security Analyst serves as one of the contract's four Key Personnel and works onsite in a classified operating environment. The National Security Analyst oversees the EPA Emergency Operations Center's (EOC) Secure Access Facility and Sensitive Compartmented Information Facility and ensures it is available to the EOC and EPA HQ customers.

Responsibilities

  • Serves as the primary point for Emergency Operations Centers's SAF and SCIF, located in the Emergency Operations Center and assists with the SAF and SCIF at EPA's continuity facility.
  • Ensures the SAF and SCIF are compliant with facility security directives, to include assistance with obtaining and maintaining alarm system and access control privileges, management of facility visitor logs, coordination for security clearance verification, security inspections, and security reporting.
  • Works in the SAF/SCIF secure areas during operating hours, monitors the EOC Watch Officer's telephone system, opens and closes the SAF/SCIF and EOC facility and ensures after-hours Watch Officer can be continuously contacted should an event occur.
  • Provides technical and analytical support to the Environment Protection Agency for: the operation and maintenance of EPA HQ's Emergency Operations Center and the EPA continuity facility, when necessary, to include installation and maintenance of secure communications equipment, and ensuring both facilities can reach full and sustained operational capability in times of emergencies, through a range of hazardous conditions.
  • Ensures accountability of secure information, including proper documentation of secure material in accordance with National Security Information directives.
  • Manages the utilization of EPA HQ's secure and nonsecure communications resources at the EOC, to include secure networked computer systems up to the TS/SCI level, secure video teleconferencing systems, land-line telecommunications equipment, secure faxes, mobile cellular and satellite telecommunications.
  • Works with the team to perform equipment tests, ensure equipment is in a constant state of operational readiness, and coordinate for equipment maintenance or repair as required.
  • Develop/revises SOPs and instructions for the use of classified information, secure telecommunications and cryptographic equipment and other systems.
  • Supports Office of Science and Technology Policy/ Office of Management and Budget (OSTP/OMB) Directive D-16-1 required equipment tests with interagency partners as required and coordinates with EPA federal officials for the submission of after-action reports.
  • Manage EPA's Government Emergency Telecommunications Service and Wireless Priority Service program nationwide, involving approximately 2000 user accounts and 20-50 account transactions, reports, and other service actions per month.
  • Processes access requests for a sensitive FEMA facility through EPA's approval process and tracks EPA personnel who maintain access privileges.
  • Serves as an alternate COMSEC Custodian and performs associated functions in accordance with National Security Agency (NSA) and EPA security directives.


Qualifications

  • A bachelor's degree in National Security Strategy, Management, Public Administration, Political Science, or other related scientific, technical, or liberal arts discipline.
  • A minimum of eight years' experience that includes managing National Security information and secure communications systems, of which at least four years must be specialized in operations center environment or supporting emergency management programs.
  • Demonstrated experience with organizational change management best practices and large-scale communications
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Possess ability to utilize Microsoft Office Suite; Word, Excel, PowerPoint, SharePoint


Physical Demands:
• Must be able to lift up to 25 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend, and squat periodically

SECURITY CLEARANCE REQUIRED: Must currently hold a Top Secret security clearance and SCI eligible. US Citizenship is a requirement for a Top Secret/SCI clearance at this location.
