Senior Analytic Lead
Location: Stuttgart, Germany (On-Site, Government Facility)
Clearance: Active TS/SCI required on day one; ability to obtain/hold required caveats and NATO Secret access
Travel: Periodic CONUS/OCONUS travel in support of SOCAFRICA mission requirements

Position overview:
STi is seeking a Program Manager / Senior Analytic Lead to lead performance of a high-visibility SOCAFRICA task order supporting strategic planning, assessments, and technical research and analysis. This is not a back-office PM role. The successful candidate must be able to run the contract battle rhythm, own the Post-Award Brief, PMP, MSR, quarterly management reviews, FTR, transition planning, and STI gap analysis, and also serve as the senior integrator for analytical outputs across threat analysis, assessments, working groups, exercises, and executive communications. This role is the center of gravity for quality control, schedule discipline, staffing continuity, deliverable acceptance, and translation of analytic work into Commander-ready decision support.

Key Responsibilities:
• Build and maintain the resource-loaded baseline, work breakdown structure, milestone structure, and staffing plan used to manage multiple concurrent analytic projects.
• Produce and manage required program artifacts including TO PAB slides, PMP updates, monthly status reports, quarterly management reviews, FTR inputs, conference support documents, DD250/SF298 closeout packages, and WAWF-related deliverables.
• Manage cost, schedule, technical performance, quality, staffing, and risk against the approved baseline; identify variances; assign corrective actions; and drive get-well plans within required timelines.
• Own deliverable review gates, classification review coordination, formatting/quality standards, comment adjudication, and draft/final submission control.
• Coordinate directly with the COR, CO, Government stakeholders, and supported directorates to deconflict priorities, sequence workload, and ensure no service degradation during transition, leave periods, or personnel replacement.
• Oversee employee retention and replacement actions for cleared OCONUS personnel and ensure coverage for high-tempo deliverable windows, exercises, and working groups.
• Serve as the senior analytic integrator for quarterly integrated decision briefs, major annual products, and cross-task rollups that connect threat findings, partner assessments, and executive communications.
• Enforce use of Government-approved environments, document control procedures, export-control requirements, foreign disclosure coordination, and handling rules for classified and sensitive information.

Required Qualifications:
• Bachelor’s degree in program management, business, international relations, intelligence studies, political science, engineering, operations research, or a related field.
• Minimum 8 years of relevant experience managing complex defense or national security support contracts, preferably at a combatant command, theater special operations command, joint headquarters, or equivalent enterprise.
• Demonstrated experience building and managing PMP/MSR-style program controls, resource-loaded schedules, staffing plans, risk registers, change control processes, and deliverable review workflows.
• Demonstrated experience leading multi-disciplinary analytic teams producing reports, briefings, dashboards, methodologies, and executive communications on recurring monthly, quarterly, and annual cadences.
• Working knowledge of SOF, AFRICOM, USSOCOM, USAFRICOM theater processes, or comparable joint planning and headquarters support environments.
• Demonstrated ability to synthesize technically diverse work streams into concise senior-leader-ready products.
• Active TS/SCI clearance and ability to obtain required caveats/read-ons, including support to NATO Secret and compartmented environments.
• Strong written and verbal communication skills, with demonstrated ability to manage review cycles, adjudicate comments, and communicate clearly with Government stakeholders.

Preferred Qualifications:
• PMP certification or comparable formal project/program management training.
• Prior OCONUS program management experience in Germany or Europe, including familiarity with DOCPER, ASSA, or TESA processes.
• Experience with WAWF, DD250, SF298, or similar contract closeout/documentation processes.
• Experience integrating outputs from analysts using Palantir, TRESTLE, G-TSCMIS, JCRM, TOPFAS, DRRS, or JLLIS.
• Prior military service or prior support to SOF, campaign assessment, or AFRICOM mission sets.
