Clearance: Active TS/SCI required on day one; ability to obtain/hold required caveats and NATO Secret access
Travel: Government-directed travel as required for assessments, data collection, or stakeholder coordination

Position Overview:
STi is seeking a Research Engineer/Analyst – Assessments & Campaign Plans to lead the design and execution of effects-based assessments supporting SOCAFRICA campaign, operational, and partner-nation planning. This role is the primary owner for turning Government objectives, field-collected data, and systems-of-record extracts into defensible MOE/MOP logic, indicator plans, assessment methodologies, roll-up methods, and senior-leader-ready assessment products. The role also supports where assessment annexes, methodologies, and campaign-plan inputs are required. It also aligns closely to define indicators, distinguish contribution from correlation, roll monthly/weekly indicators into quarterly and annual assessments, and communicate confidence, missing data, and decision implications clearly to leadership.

Key Responsibilities:
• Develop and refine MOE/MOP logic, indicator hierarchies, data collection plans, and roll-up methodologies for command-level and partner-level assessments.
• Produce or co-produce recurring Partner Force Assessment Reports, Country Assessment Reports, Environmental Analysis products, Plans and Possible Strategies Reports, and C4ISR assessment products.
• Support Government inputs to the GCA, AJA, IWA, and other annual or periodic planning and assessment processes.
• Apply and explain rigorous assessment methods, including contribution analysis, triangulation, counterfactual reasoning, missing-data handling, confidence assessments, and seasonality/bias mitigation.
• Convert structured and unstructured data into dashboard concepts, briefing narratives, evidence tables, and executive summary products suitable for command decision-making.
• Coordinate with staff officers, planners, and analysts to deconflict data definitions, align indicators to planning objectives, and maintain assessment continuity across reporting cycles.
• Draft, update, or support Assessment Annexes for Campaign and Operation Plans and Orders, analytical methodologies, and associated methodology documentation.
• Help maintain a traceable analytic record of assumptions, evidence, analytic risks, and recommended actions.

Required Qualifications:
• Bachelor’s degree in operations research, political science, international relations, data science, statistics, public policy, military studies, engineering, or a related field.
• Minimum 5 years of relevant experience in military assessment, monitoring and evaluation, campaign analysis, operations analysis, or comparable defense analytic work.
• Demonstrated experience building or revising assessment methodologies, indicators, and roll-up structures for operational or strategic decision support.
• Working knowledge of JP 5 or comparable doctrinal planning/assessment frameworks.
• Experience integrating quantitative and qualitative evidence into clear written analysis and executive briefings.
• Ability to work with Government-provided structured data, field reports, checklists, and systems-of-record extracts without relying on unauthorized external tools.
• Active TS/SCI clearance and ability to operate in classified environments.
• Strong drafting and editing skills with demonstrated ability to produce recurring deliverables on monthly, quarterly, and annual battle rhythms.

Preferred Qualifications:
• Experience supporting campaign assessment, theater planning, security cooperation assessment, partner force development, or irregular warfare mission sets.
• Familiarity with TRESTLE, G-TSCMIS, JCRM, TOPFAS, DRRS, JLLIS, or similar Government planning/assessment systems.
• Experience designing or explaining simple dashboard concepts for leadership consumption.
• Master’s degree in a relevant field.
