Position: Acquisition Program Manager SME (LCAT: Program Manager-SME)
Location: Tampa, FL (Onsite and Hybrid/Telework)
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work-related)

Supported Organization:
The Secretary of the Air Force, Office of Competition (SAF/OC) Concepts, Development and Management Office (SAF/CDM) Intelligence Systems Support Office (ISSO) requires a dedicated Acquisition Program Manager (SME) to navigate its complex, multi-million dollar contracting environment and bridge the critical gap between mission requirements and formal contract execution. ISSO's operational model relies on a diverse ecosystem of at least fifteen specialized support contracts, and its government Project Managers and portfolio leads are chartered as "doers" focused on tactical and operational mission success. They lack the specialized bandwidth and deep acquisition expertise to single-handedly manage the intricate, full-life cycle process of drafting acquisition plans, creating performance work statements, justifying contract actions, and preparing staff summary packages for SAF/OC?CDM approval. The Acquisition Program Manager, that specializes in the Acquisition Life Cycle, will provide the dedicated expertise needed to translate mission needs into legally and structurally sound procurement strategies and documents, ensuring that all acquisitions are optimized for success from the outset.

Responsibilities:
The Acquisition Program Manager SME supports the SAF/OC/CDM/ISSO capabilities’ portfolio with a full range of project management tasks, in coordination with government program managers, to include procurement, financial management and planning, systems engineering, production, security, and logistics for existing and future programs. Assists with the development and maintenance of all project documentation, and coordination of documentation between functional organizations inside and outside SAF/OC/CDM/ISSO.

Per PWS section 1.3.1.1 Project Management/Acquisition Support, and section, and section1.3.2, Acquisition Project Support, specific responsibilities include but are not limited to:
· Provide expertise with DoD systems and non-systems full life cycle program management support, to include but not limited to: acquisition strategy development, requirement documentation development, project management documentation and reports, stakeholder management, monitoring of cost, performance and schedule, and DoD risk management techniques.
· Support risk management and process improvement by developing risk mitigation strategies, recommended courses of action, and documentation.
· Participate in internal and external SAF/OC/CDM/ISSO meetings.
· Develop and coordinate responses to internal and external program inquiries.
· Draft documentation (e.g., acquisition plans, requirements approval documents, justification and approvals, statement of objectives/statement of work/performance work statements, quality contract data requirements list, assurance plans, etc.); presentation materials (e.g., early strategy and issues sessions, acquisition strategy panel briefings, etc.); and prepare and coordinate, within SAF/OC/CDM/ISSO, staff summary packages to support acquisition milestone coordination and decisions.
· Provide recommendations regarding acquisition strategies, assist with leading multi-functional teams (MFT) through services acquisition processes, document results from stakeholder engagements pertaining to acquisitions, develop acquisition integrated master schedules from requirement inception through award, and monitor/report progress.
· Work with other functional areas including contracting, financial management, security, IT, legal, etc. as needed to ensure progress of acquisition documentation and packages.
· Support development and coordination of DoDI 5000.02 acquisition and sustainment or Services Category (S-CAT) level I through V milestone planning and reporting documentation.
· Lead the use of government provided Generative AI tools on a day-to-day basis to accelerate research, documentation, analysis, planning, reporting, and problem solving. Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Qualifications:

The candidate must have the following qualifications:
· Minimum of fifteen (15) years of work-related experience.
· Of those 15 years, a minimum of ten (10) years conducting DoD acquisition program management.
· A recognized expert in their area of expertise.
· Expertise analyzing, developing, and advising on DoD systems and non-systems program management requirements and acquisition strategies; to include services based on cost and performance.
· Expertise developing and coordinating DoDI 5000.02 acquisition and sustainment or Services Category (S-CAT) level I through V milestone planning and reporting documentation.
· Ability to work on high-visibility and mission critical taskings independently.
· Exceptional verbal and written communications skills.
The following qualifications are desired:
· PMP or DAWIA PM and/or Contracting Level II certification (desired).
· PMI-CPMAI or similar AI related Project Management certification (desired).
· Knowledgeable and skilled at applying Generative AI (desired).
· Air Force acquisition experience (desired).
