We are seeking a detail-oriented Earned Value (EV) Analyst to support program performance monitoring and reporting within an Earned Value (EV) Deltek Cobra system. This role is responsible for implementing and maintaining Earned Value Management (EVM) processes, analyzing cost and schedule performance, and supporting program managers with actionable insights that drive informed decision-making.
The ideal candidate has experience working with integrated resource loaded program schedules, cost systems, and EVM reporting tools within a government, aerospace, defense, or large project-based environment.

Responsibilities
- Perform Earned Value Management (EVM) analysis including cost, schedule, and performance measurement.
- Prepare and maintain Cost Performance Reports (CPR), Integrated Program Management Reports (IPMR), or Integrated Program Management Data and Analysis Reports (IPMDAR).
- Monitor and analyze Cost Variance (CV), Schedule Variance (SV), Cost Performance Index (CPI), and Schedule Performance Index (SPI).
- Support the development and maintenance of Work Breakdown Structures (WBS), Organizational Breakdown Structure (OBS), Responsibility Assignment Matrix (RAM). and control accounts/work packages.
- Work with program managers, schedulers, and finance teams to assess project performance.
- Develop variance analysis reports and provide clear explanations of cost and schedule deviations.
- Assist in baseline planning, change control, and Estimate at Completion (EAC) development.
- Ensure compliance with EVM guidelines and program reporting requirements.
- Support internal and external program reviews and audits.
- Supports the Program Controls Manager in the development of the Work Breakdown Structures (WBS), Organizational Breakdown Structure (OBS) and Responsibility Assignment Matrix (RAM).
Qualifications
- Bachelor's degree in Business, Finance, Engineering, Project Management, or related field.
- 3-6 years of experience in Earned Value Management (EVM), program controls, or project finance.
- Familiarity with EVM tools such as Deltek Cobra, Primavera P6, Microsoft Project, or wInsight.
- Experience analyzing cost and schedule performance metrics.
- Knowledge of Work Breakdown Structures (WBS), Control Accounts, and Baseline Management.
- Proficiency in Microsoft Excel and data analysis.
- Strong analytical, organizational, and communication skills.
- Forecasting and EAC Development
- Variance Analysis
- Able to obtain and maintain a Secret Clearance.
Desired Qualifications:
- Experience supporting programs aligned with National Defense Industrial Association (NDIA) EVM guidelines or similar frameworks.
- Experience with government or defense contracting environments.
- Knowledge of Integrated Master Schedules (IMS).
