Applied Research Solutions is seeking a part-time Cost Estimator to support the DIR-AC directorate within SOF AT&L at MacDill AFB. In this role, you will provide cost estimation and financial analysis support for mission-critical programs, helping leadership make informed resourcing and acquisition decisions. Responsibilities include developing Life Cycle Cost Estimates (LCCE), performing Rough Order of Magnitude (ROM) and acquisition cost analyses, supporting Program Objective Memorandum (POM) submissions, and conducting risk and “Should Cost” assessments. The position also involves maintaining program cost estimates, supporting source selections with Independent Government Cost Estimates (IGCEs), and presenting analytical findings through data-driven tools and briefings. This part-time role requires strong expertise in DoD cost estimating practices, proficiency in Microsoft Excel and/or ACEIT, and familiarity with DoD PPBE processes and acquisition systems.

Responsibilities include:
  • Provide critical support for the SOF AT&L Comptroller’s Office for Cost Estimation, on an as-needed basis.
  • Independently support high-visibility and mission-critical programs.
  • Provide subject matter expert guidance and advice on high-value, highly-scrutinized programs, as well as prepare comprehensive Life Cycle Cost Estimates (LCCE) to support Program Executive Office (PEO) requirements for milestone reviews, Program Objective Memorandum (POM) submissions, and other internal analyses.
  • Utilize a variety of approved methods, including analogous, parametric, and engineering estimates, and develop a well-documented technical baseline detailing all methods, sources, and assumptions.
  • Responsible for a wide range of analytical tasks, including performing Rough Order of Magnitude (ROM) and high-fidelity acquisition estimates, calculating Total Ownership Costs (TOC), developing Should Cost analyses, and conducting risk assessments.
  • Maintaining existing program office estimates, assisting in the development of Most Probable IGCEs for source selection evaluations, and providing direct support to classified funding portfolios.
  • Additional duties include creating and presenting cost estimating analysis through spreadsheets and other electronic media, as well as providing training on cost estimating methodologies at the customer's request.
  • Working Knowledge of current DoD PPBE processes, USSOCOM acquisition systems, procedures, and processes, and @Risk and/or Crystal Ball Monte Carlo Software is desired. Must be proficient in Microsoft Excel and/or ACEIT cost estimating software.
  • Other duties as assigned.

Qualifications/ Technical Experience Requirements:
  • Must be a US citizen
  • Minimum of 15 years of experience (DoD acquisition cost estimating, budgeting, with at least five years dedicated to cost estimating)
  • Bachelor’s degree in Accounting, Finance, Business Management, Business Administration, Logistics or SCM
  • Must possess and maintain a Secret clearance
